Dr. Simon Kagugube 64 passed on at Nakasero Hospital Saturday, February 15, 2020.
In 2018 when Archbishop (Dr) Cyprian Kizito Lwanga was at St. Mary’s College Kisubi to bless the then newly completed HSC Block, Dr. Simon Kagugube talked on behalf of the Old Boys of the school and his message was just to encourage the Old Boys to participate much more in the efforts to see the school to greater heights.
Four Senior Old Boys of St. Mary’s College Kisubi played a very big role in the decision to put up Mapeera House and seeing its eventual completion. These include Prof. Ddumba Sentamu the Board Chairman Centenary Bank, Dr. Simon Kagugube who has been the Executive Director of the Bank, Mr. Henry Kibirige a Board Member of the Bank and Architect Henry Sentoogo.
Dr. Simon Kagugube was at St. Mary’s College Kisubi (SMACK) from 1970 - 1975. He was House Prefect Kiwanuka House and he loved Lawn Tennis.
DR. SIMON KAGUGUBE’S LEADERSHIP ABILITIES AT SMACK.
“When I was House Prefect for Kiwanuka House, there was a near strike. That was one of the most challenging moments in SMACK. We were new prefects and there was a near strike in the school. And remember these were Amin’s days, they could bring in Military Police! As leaders we had to balance the pressure of the students and administration. So, we collected all the students, had them sit on grass in front of the School Chapel. We then asked them to write down all their grievances. I was assigned the role of writing out the grievances because of my good English Language. I sat in Cubicle A (HSC Building) and for the bigger part of the night I was writing. And, remember Brother Anthony Kyemwa (the Headmaster) was the type whose No was a No. Nonetheless, we had very good working relationship with him. There was respect for each other. I wrote out the students’ complaints. I read them out to the students (before the entire school). We had to control the crowd ... charisma, and I felt like a real politician. Brother Kyemwa insisted on reading it to the members of staff himself. The staff members came out asking why we were so hard. However, I am very proud of that effort,” Dr. Simon Kagugube.
Dr. Simon Kagugube was President of the Old Boys’ Association (SMACKOBA) and he participated very much in the success of the function having been on the Finance Sub - committee for the SMACK100 celebrations. He made an appointment to meet the Governor of Bank of Uganda, and Prof. Mutebile the Governor contributed Shs 15m towards the function SMACK Centenary. He also contacted the Governor and delivered to him an invitation on behalf of the Centennial Organizing Committee for SMACK100 as Chief Guest to the Launch of the SMACK Centenary Magazine at UMA, which Prof. Mutebire honoured. Dr. Kagugube also approached the Late Mulwana, and we got the UMA Hall free of charge where the Centenary Magazine launch was done.
In 2004, the Eagle Magazine a publication of St. Mary’s College Kisubi had its editorial team interview him. He was asked about any negative memories of SMACK.

His reply, “No negative memories, none at all. A few difficult times maybe. For me it was very good. I do not have anything to regret. I have been to America for 6 years, Yale ... all over; Kisubi is the best place I have lived in period."
Any role SMACK played in your life?
Dr. Kagugube : "My whole life in SMACK; right from S1 one is called a gentleman. That makes you feel that you are somebody. It builds confidence; mine has never suffered. You never feel like anybody is better than you. You interact with very many people from all over. Education was fantastic, went to Makerere and was one of the best, excelled at Yale University for my Masters, went on for my PhD. I am able to fit anywhere because of such an education".
Dr. Simon Kagugube holds a PhD in International Humanitarian Law, a Doctor of Science of Law in Immigration, Refugees and Asylum Law and a Masters of Laws in Corporation Law, Taxation and International Trade Systems, all from Yale University (USA) and a Bachelor of Laws from Makerere University.
He has been Executive Director Centenary Bank.
He has been an independent Non - Executive Director at Media Group Ltd, and Chairman at Monitor Publications Ltd.
He previously served as Director of Tax and Legal Services at Pricewaterhousecoopers Uganda. He worked in various capacities at Uganda Revenue Authority (URA).
He is President of East African School of Taxation.

I invite you to take keen interest in My Taxes Work Magazine, the first of its kind to be published, to discover various government bodies and what they do with your money.
The Board appreciates and recognizes the effort you our taxpayers make towards sustaining our economy.
It is through your consistent and cumulative contributions towards national revenue that we have been able to increase our collections over the years. To this we say, thank you for continuously honouring your tax obligations. The Baganda say, "Akatono kazira muriiso, atte kamu kamu gwemuganda". Literally meaning, that every little contribution helps. Together we develop our nation.
As a revenue collection body, we have been awakened by the public's thirst for accountability and this remains a challenge to achievement of our corporate goal of improving voluntary compliance. While the duty of collecting revenue belongs to us (URA), this duty comes with the obligation to account for government activities, accept responsibility for them, and to disclose the results in a transparent way. It is indeed the right of taxpayers to know how their money is being used and demand for services from Government. Therefore, this year's focus (2017) of appreciating taxpayers has been reset to recognize the contribution of small and medium enterprises, increase community involvement in government activities, and link public accountability to tax compliance.
We have started on behalf of the Board of the URA Board of Directors and Staff, we pledge to continue providing this much needed accountability to you our taxpayers and the public at large for it is said in the Holy Book the Bible in James Chapter 4 and verse 17 that "therefore, to him who knows to do good and does not do it, to him is sin". TENTATIVE PROGRAM TO BURIAL OF DR. SIMON KAGUGUBE:
Monday, February 17, 2020 at 10:00 am there will be a Requiem Mass at church at Ntinda St. Charles Lwanga - Ntinda Catholic Church then to Mawagga along Mityana Highway.
Burial will be on Tuesday, February 18, 2020 at Mawagga.
