HON. MATIA KASAIJA’S NEED FOR THE NATIONAL IDENTITY CARD IN OPENING BANK ACCOUNTS IS NOT SUFFICIENT.

 THE MINISTER OF FINANCE, HON. MATIA KASAIJA THINKS THAT IF BANKS AND OTHER FINANCIAL INSTITUTIONS USE NATIONAL IDENTITY CARDS IN OPENING OF CUSTOMER ACCOUNTS OR UPDATING, DEFRAUDING CUSTOMERS MAY BE REDUCED.


It is true, we have people who are known by more than one version of their name. It is also proper to use names of customers as do appear on national identity cards. However, my experience with people who defraud us, more so those who mobilize resources from outside is: The stealing of our money is very well coordinated. It involves staff in a Commercial bank, Bank of Uganda may not be ruled out and Uganda Communication Commission (UCC) staff or collaborators. If this racket is not checked, the stealing of people’s money will not stop.


Secondly, we have people baptized as a “Bagagga Abato” (young millionaires). This category has guys who put up malls and or buildings out of the blue and nobody seems bothered to question the source of their money.


Uganda requires proper cross checking of funds that come into the country before they are paid out to anybody. What I mean here is: If a person has funds allegedly paid to him, the financial institution should get in touch with the sender of the funds to establish who the real beneficiary is. Money due to me has been stolen because there is this weakness. Banks pay some other party what is due to me. When I go to them, they have one question: “Can you provide proof for funds sent to you”? Surely, a person whose communication was interfered with will most probably not have the details for the funds.


Secondly, there should be introduction of auditing of funds sent from outside. The auditing should be done by an independent entity and not the financial institution.


There are issues with Swift codes - I was told that when funds are remitted, before the beneficiary account is credited, commercial banks do a KYC (Know Your Customer), this they do by verifying the source of the funds, the receiver’s true identity and whether the one remitting is not blacklisted. Upon satisfactory search, funds are released. However, Bank of Uganda as the overseer of commercial banks has a right to stop payments in case they are suspicious of the incoming funds, and when they give the directive, commercial banks have to abide, otherwise, the banks can be closed. This is where the problem is. Banks can without the knowledge of the customer decide whether to release funds and, this is where the system is abused. If these bankers see a flow of funds, it is their chance to label the funds anything, and I see myself having fallen victim of this!


It is not clear how funds through the Swift codes are audited. There seems to be a big chance of customers not getting the funds due to them given that the audit mechanism does not seem clear or is easily abused. And, we have instances where the client communication is interfered with, this, only leaves the bank with the information.


There seems to be (according to what I have gone through) some understanding between some commercial bankers and Information Technology Personnel (ITP) where email communication to bank customers is interfered with and the customer communication is cutoff from those remitting funds. There is a case in point of one Henry Luyimbazi who seems to have penetrated my email and my Facebook account. I have not known what his aim was. It is not clear whether staff of Uganda Communication Commission have no role in this.

A TRIBUTE TO PROF. EMMANUEL TUMUSIIME MUTEBILE

 HOW I WILL REMEMBER MUTEBILE.


In 2010, I came up with the intention to stand for President of Uganda in 2011.


I got into an innovation of using email marketing backed by a Blog. This worked miracles as the responses were positive. A scheme was nurtured to steal the money I raised.


I did not have much hope of making it successfully in the Presidential race, but I was sure that part of the funds were to help me in the development initiatives of Namutamba Parish. The schemers did not allow me to access a coin of what I raised.


My second attempt at fundraising for President in 2015 was equally frustrated, and I was not given chance to access a coin and I was unable to stand for President in 2016.


Below are the web addresses for my fundraising in 2010 and 2015. It is sad that my efforts to seek the intervention of Mutebile from as far back as September 2010 up to his death have not yielded anything.


The two banks where I was defrauded would have had their licenses canceled, instead the two are now trading under the names: ABSA Uganda and Cairo Bank Uganda!


M/S Bank of Uganda, Cairo Bank Uganda and ABSA Uganda take note, though Mutebile is dead, I still look forward to making good my fundraising in 2010 and 2015.

It is sad that during the period of 12 years now, Mutebile did not show to me his commitment to see the making good of my loss.


I think we should be concerned about others, I believe that as an individual, I have been able to have funds to Uganda a limping economy, but Tumusiime Mutebile and some of his staff decided to punish me instead. Today, I am equated to a beggar.

36 YEARS WITH SOPHISTICATED CRIMINALS

In 1986 when the NRM / A captured power I was a trainee accountant in Uganda Commercial Bank - Jinja Main. 


When President Museveni talked about having zero tolerance to corruption in Government, I was one of those who hoped for a real miracle.


36 years down the road, it is just the worst experience in my life. I thank God for the gift of life. I am a victim of the most sophisticated criminality. In 2010, I seriously wanted to raise money to help the development efforts of Namutamba Parish (Mityana District) where I grew. God was on my side in that the idea to use fundraising to stand for President in 2011 came to my mind.


I had hoped to participate as one of the Presidential candidates with no chance of winning, but I would have the money that would help my dream turn true of starting on the development efforts in Namutamba Parish.


I got it wrong. When NRM came to power, there was the evolution of a group of people who imagine that Uganda is theirs and others are secondary citizens.


The group that I may call the mafia surrounded me. They instead benefited from the communication I made in fundraising for President of Uganda. My email: williamkituuka@hotmail.com became inaccessible to me. I was only to realize that towards nominations for President in 2010, I had not received any funds, and I just got out of the race.


This group has benefited from knowing that they cut off the contacts with one’s donor and when one checks with his or her bankers, the question they pose is: “Can you provide proof for money having been sent to you?”. That is where Uganda has graduated to!


When you have people who are tempted to do wrong simply because they are near power circles, what do you do?


I did not know that 2010 was the beginning for me never to access funds from outside Uganda though I believe I am one of the best at fundraising in the country.


Uganda is most unfortunate. With a Public debt at shs 72 trillion, we have policy makers who do not give Ugandans with the ability to raise funds from outside the country opportunity to access such money because many such people if not converted NRM members, they are an enemy to the current Government! As far as I am concerned, this is being short sighted. What does it cost to monitor what a person spends such money on? Where the money we are unable to access when from outside sources goes, only heavens can tell.


As I write this article, I have made 5 attempts at fundraising where I am one of the beneficiaries. Where this money goes, only God knows. That is Uganda with NRM in power for 36 years!


The NRM Government is proud of having increased collections of funds to fund the budget. I think what is important is where the money is put. Having spent 36 years in Government, if the NRM leadership does not address the patronage scheme, the country will not go anywhere. The 529 Members of Parliament should be reduced to at least 150  when the country gets to the 12th Parliament. NRM should focus on developing the country vis a vis remaining in power endlessly for years.


The corruption in Uganda is institutionalized. Some people who have greatly benefited from corruption have assets whose source remains a puzzle. Corruption cannot be addressed when many in power are corrupt and are beneficiaries from corruption. There is no need for NRM Government to celebrate 36 years of majority poverty. The abuse of human rights in Uganda is unprecedented. We see people being arrested by security personnel and kept in the equivalents to “torture houses”, surely this is not what Ugandans expect from Government.


In a nutshell, the NRM Government needs to rediscover the role it is supposed to play to enhance sound development for the country instead of a handful being beneficiaries.


Uganda Remains Among Most Corrupt Countries Despite Heavy Investment In Fight Against The Vice

Uganda has remained among the most corrupt countries in the world over the last year, with global indices showing not much change from recent years.  


According to Transparency International’s Corruption Perceptions Index for 2021, Uganda scored 27 out of 100, which is below the Sub-Saharan average of 33 points, and below the global average of 43 points.  


The study that used information from 13 global sources, targeted a total of 189 countries 49 of them in Africa. In Africa, Seychelles, Cape Verde and Botswana performed the best scoring between 55 and 70, while South Sudan, Somalia and Equatorial Guinea scored the lowest, between 11 and 17.


In East Africa, South Sudan and Burundi were the worst performers followed by Uganda and Kenya, while Tanzania and Rwanda came top of the EAC countries. In terms of raking, Uganda moved down two places to 144th from the 2020 ranking.


The Executive Director of Transparency International Uganda, Peter Wandera encourages efforts targeting younger people and those still in school to embrace transparency at a young age, as one way of tackling mindset change. He also calls for openness in government departments and the public sector as a whole but also urges that anti-corruption agencies be given their independence.


The government of Uganda and departments or sectors named as the most corrupt in Uganda have always dismissed the corruption or transparency reports as mere perspectives not showing the true image.   The Executive Director, however, says that this study is a compilation of data from different local and international reports and surveys on a country, and is globally accepted. He says even the study done by the Inspectorate of Government (IG) corroborates the data always presented by the Corruption Perception Index.

PROF. EMMANUEL TUMUSIIME MUTEBILE HAS DIED LEAVING MY FUNDRAISING FOR PRESIDENT OF UGANDA UNRESOLVED

 THE DEATH OF PROF. EMMANUEL TUMUSIIME MUTEBILE LEAVES ME IN A FIX GIVEN THE UNRESOLVED MATTERS OF MY FUNDRAISING FOR PRESIDENT IN 2010 AND 2015 RESPECTIVELY.


Fellow Ugandans and members of the international community, it is not easy for anyone to figure out what I am going through over a period of 12 and 7 years respectively given the unresolved matter (s) regarding my fundraising for President of Uganda.


I have never known a Prospect Presidential Candidate who those in authority in Uganda made it impossible for him or her to access funds raised. It will always remain a nightmare to me given what I have gone through during Prof. Mutebile’s time as Governor Bank of Uganda.


I remember very well the situation I was in during September 2010 when I called on Cairo International Bank a number of times to find out about the funds I had raised to be able to stand for President of Uganda in 2011. I was shocked and in disbelief when I was told that the bank had not received any funds for me. It was unbelievable and indeed it was wrong. I thought the Bank of Uganda would intervene and sort the matter before nominations. On September 29, 2010 I wrote to the Governor and copied the email to more than 30 senior members of staff of Bank of Uganda. The subject matter was: “Funding for my Presidential bid”. The only response that was made which unfortunately I was unable to access was by the IMF Resident Representative. The email however was deleted so I was not able to know the content. I was therefore not able to stand for President in 2011 simply because there was a clear conspiracy to deny the funds I raised.


In 2015, I made another attempt. I opened an account in Barclays Bank. This time, I endeavored to inform the Governor by email dated January 11, 2015. The subject was: “An open letter regarding fundraising of shs 60bn for my Presidential bid”. Still I did not get a response to that email.


I think all office bearers in Uganda should learn humility. You ought to know that you are in an office and at sometime you will be out. You can sing all praises for Mutebile, but his role as Governor Bank of Uganda where I was unable to access a coin of the funds I raised on two different occasions to be able to stand for President negates any good he may have done as Governor.


How does holding a PhD help anybody when he does not have a human or parental heart. For me to have raised money for my intention to stand for President, I used my creativity, I consulted a number of books. I remember in 2014 shortly after I had made my intention known of wish to stand for President in 2016, I consulted so much literature within my possession to come up with what I thought I would do given the challenges of the office of President. I spent the whole of 2015 going to cafes and making communication on Facebook and on my Blogs. Prof. Mutebile and some of his staff decided to pay me by making sure that I do not access any funds.


Since 2020, I have made a lot of communication to bank of Uganda, but never did I get any response from them showing any sort of commitment and concern about my loss.


Now that Prof. Mutebile is no more, I don’t know whether I will recover anything as regards the funds I raised.


In my circumstances, what I have to say is: “I pray that the Almighty God takes Prof. Tumusiime Mutebile through the same type of suffering I am enduring wherever he may go”.


Let us learn to be human to others because at some point in time we have to leave those offices where we see ourselves very big, and it is important to know that death is the final destination for all of us.

The 2016 Presidential Elections are about 12 months from the date of this communication.   I happen to be one of the Prospect Presidential Candidates for the race.  However, you are aware that running for the Presidency is no joking matter.  It requires billions.  I have come up with a budget for my campaign marketing strategy of Ushs 60 bn as a candidate for a Government of National Unity.  To raise the required funds, I have sent out an appeal to the people of Uganda and the international community.  Many people out there are sympathetic to the situation Ugandans are going through, and these can readily support a candidate with a proposal to turn around the country for the better.


You are aware of the billions of shillings President Museveni invests in his campaigns, for example, the T-shirts and posters come up to astronomical amounts in shillings.  Please, give me the opportunity to receive this money if it is sent, because there is a possibility that it could be sent and diverted to other businesses without my knowledge.  I am ready to discuss expenditure plans with the Bank to ensure that the funds are not put to areas that may endanger national security.


I am a representative of forces for peaceful change of leadership in Uganda which is now.  I also believe that you would love to be in a peaceful country, and one of the ways you may call for instability is being selective by blocking funds to support a campaign like this while President Museveni has access to the National Treasury and is able to dictate.


I hope we shall have no problem with the Bank in case any friends extend a hand of help to this cause.

1.    EXECUTIVE SUMMARY 

                                 i.            I William Kituuka Kiwanuka wished to stand for President of Uganda in 2011 and 2016, but I was never allowed to access what I raised through my worldwide appeals in the two instances. My appeals which still run on Blogs were disseminated using emails which I collected from published literatures and or searched from the Internet. I made my brief appeal and it included the web address for the Blog or Blogs, then my Bank Account details together with the Swift Code in respect of each bank.

 

                               ii.            The objectives for my fundraising as far as I am concerned were: To bring big money into the Uganda economy which would benefit Ugandans; To be able to have resources to contest the Presidency; To put in place a model Parish (Namutamba) as a centre of excellence which other parts in Uganda would learn from; and To cater for my retirement community betterment initiatives.

 

                              iii.            Though I sent out hundreds of emails, given that in some instances I would send out 50 or more a day, my bankers in both cases: Cairo International Bank (CIB) which I used in 2010 and Barclays Bank Uganda (BBU) which I used in 2015 had one answer whenever I checked on them: “We have never received funds for the credit of your account”!

 

                            iv.            I could least believe these banks, because it was not possible for me not to have raised even USD 100. I knew there was a fraud. As I write, it has taken me 11 and 6 years respectively trying to address my issues to the authorities, in this case: Bank of Uganda, Cairo Bank and Barclays Bank now ABSA Uganda. Instead my efforts do not seem to yield much, but are rather like a hide and seek game that I am treated to!

 

                             v.            I communicated by Email to Bank of Uganda in September 2010 and January 2015, but I did not get a reply in both cases. It is just on December 28, 2020 that Bank of Uganda endeavored to reply after so many communications to them, and it was just like a formality without any worthy depth!

 

                            vi.            I think the Government of Uganda has to address the injustice those of us who are fundraising are faced with. Much as my two fundraising for President of Uganda have proceeds that I am yet to access, even when I made effort to Fundraise for Namutamba Demonstration School where Centenary bank was used as well as recently for Community Educators - Uganda in Equity bank Uganda, not a single dollar got into the accounts!

 

                          vii.            Resource mobilization more so involving funds from outside Uganda has no prospects given the injustice, impunity, arrogance, corruption and outright theft by some actors in the banking industry in Uganda; this is definitely a big negative given that the potential donors cannot keep sending money when the beneficiaries are not those that were targeted, and you can be sure, potential innovators who have been benefiting from external resource mobilization will have bad prospects as support may stop coming.

 

2.    WHAT HAS GONE WRONG IN THE UGANDA FUNDS REMITTANCES SYSTEM?

1. The unfortunate suspicion that some people who are able to get funding from outside Uganda have ill motives against the country needs to be properly substantiated; otherwise merely assuming will not help the development initiatives of Uganda. This has given those incharge of the system opportunity to easily take funds due to bank customers for personal gains or alternatively abuse it.

 

3. It is not clear how funds through the Swift codes are audited. There seems to be a big chance of customers not getting the funds due to them given that the audit mechanism does not seem clear or is easily abused. And, we have instances where the client communication is interfered with, this, only leaves the bank with the information.

 

4. 5. The Government institutions charged with checking corruption have actors who are greatly compromised simply because the corrupt have all the money to part with and their deals are not checked. I have had opportunity to visit one staff of the IGG, I was ‘shocked’ at the assets in her possession. These could not have been out of the returns to Government employment.

 

6. There looks to be a network which connects commercial banks and the central bank to official Government infrastructure through which funds due to some people are not credited to their accounts but instead paid out to a scheme that needs to be investigated.

 

7. The Government seems to pay lip service to efforts by Ugandans who are mobilizing resources to see projects off ground. Some of those who get such funds are seen from lenses of some Government officers as if they are not bound to do any good for Government, which is indeed unfortunate.

 

8. The tenure in Commercial Bank Supervision by Justine Bagyenda as Executive Director Bank Supervision seems to have given fertile ground to irregularities which among others disregarded communication to customers as in my case, and instead giving fraud chance. Bagyenda seems to have had so much unchecked powers over commercial banks hence giving irregularities a chance.

 

3.    OPERATION OF ULTRA SIMPLEX ENTERPRISES ACCOUNT - 000686 IN CAIRO INTERNATIONAL BANK

                                 i.            I opened Ultra Simplex Enterprises Account - 000686 in Cairo International Bank at a time when I was publishing Career Tips Magazine. It so happened that with time, adverts became difficult to get for the Magazine. The account was made dormant. So, when I wanted to fundraise to stand for President, after making initial works on the Blog, I approached CIB and requested them to activate the account so that I use it to fundraise to stand for President. I was allowed, and so, I started making my email communication the Blog whose title is: “Ideas William Kituuka Kiwanuka had for the Presidency prior to the 2011 General elections” where williamkituuka@hotmail.com was used is in place for anyone to see.

 

                               ii.            I kept visiting CIB to check on the account balance, to my surprise there was no credit at all! That prompted me to call on Ishaq Ssentongo who was the Assistant Manager Operations at CIB. This one on all occasions told me how they had not received funds for the credit of my account!

 

4.    AN APPEAL I MADE TO BANK OF UGANDA TO INTERVENE.

                                 i.            As time was running out to the collection of Nomination papers from Uganda’s Electoral Commission by those who wanted to stand for President, I decided to write to the Governor Bank of Uganda - Prof. Emmanuel Tumisiime Mutebile and a number of senior staff at the bank. I copied the emails from the Bank of Uganda Diary of 2010, in all 35 emails were included. The same communication was copied to the Electoral Commission. I stated that I was not getting a positive response from CIB and it had rang a bell in my mind that something was wrong. I expected Bank of Uganda to help in rectifying the anomaly and timely. The email in part: “Up to now, I am one of those who wish to stand as independent candidates for President of Uganda. I cannot proceed to collect nomination papers if I have no funding, which funding I have endeavored to campaign for widely, unfortunately, the contact email I circulated: williamkituuka@hotmail.com has for some time now not been accessible to me for reasons which I am not aware of! That means, I cannot have information via that email address. Time has run out as my last hope to be able to collect Nomination papers is Friday, October 1, 2010. The purpose of this communication therefore is to kindly request the Bank in case there is any funding in my favor to avail information to me. I look forward to maximum cooperation”.

 

                               ii.            Unfortunately, though I wrote to a total of 35 people who were senior at Bank of Uganda, nobody ever made a reply to the email!

 

                              iii.            Having failed to receive the funds I raised through CIB and with no response from BOU, I was not able to proceed to collect Nomination Papers, and that was the end of my wish to contest as a Presidential candidate in 2011!

 

5.    THE CHALLENGES OF AN OPPOSITION PRESIDENTIAL CANDIDATE FUNDRAISING FROM OUTSIDE UGANDA

                                 i.            Such a one is seen from the wrong lenses by those in the NRM Government. Much as Uganda recruits good academicians for many positions in Government, it looks like these know that the NRM candidate can raise billions from anywhere, including from the taxpayer, but the opposition candidate is not taken seriously. Worldwide, information is available regarding estimates of the amounts Presidential contestants raised for campaigns. In Uganda, such money is either taken by some individuals if it is channeled through the banking infrastructure or Government if individuals do not steal it.

 

                               ii.            An insight into the budget of a Presidential candidate can give you the picture. Below are some of the areas where I expected to spend in 2010 and 2011:

 

a.     Purchase of a 4 wheel drive vehicle (Double cabin pickup) to facilitate travel country wide in collecting the required signatures around the various districts of Uganda.

b.     Purchase of fuel for the vehicle.

c.     Repairs and maintenance costs of the vehicle

d.     Running adverts both in the print and electronic media.

e.     Printing out literature for distribution

f.        Printing Posters to be distributed countrywide

g.     Meeting the Nomination fee

h.     Printing the manifesto copies for distribution after nomination

i.         Paying allowances to helpers.

j.         Rent for office space countrywide

k.      Paying for mobile phone airtime

l.         Paying for accommodation

m.   Purchase some computers, a printer and UPS.

n.     Purchase a Public Address system and a generator.

o.     Paying for airtime for talk shows

For instance, just take 60 Talk shows where each is shs 3,000,000. A candidate needs shs 180,000,000 without including any other expenses.

On a Polling day, a candidate needs a minimal of two Agents. If each agent is paid shs 100,000 including his meals and transport component, for 34,684 Polling Stations, a candidate needs 69,378 agents. In money terms that translates to shs 6,937,800,000. Remember at least one agent needs to go to the Tally Centre to ensure that the results declared are as per the Results Declaration Form (RDF). For 34,684 agents, you need at least shs 50,000 to cater for their transport, a total of shs 1, 734,200,000.

 

                              iii.            It really surprises to see that we have intellectuals in key roles who cannot see these things in the right perspective. If someone wants to contest the Presidency, it is important that those in Government get to understand the actual cost that can be incurred if we are to have serious candidates. Short of that, where a candidate raises funds and they are just confiscated, it’s best to tell Ugandans that it is a one man show until further notice.

 

6.    THE 2010 / 2011 ‘PENSION SCAM’ IN CIB

                                 i.            I always treasure the media. While I had decided to leave the matters of my funds to God, there was talk of the ‘Pension Scam’ that took place in CIB. Being a person who worked in Commercial banks for some time, the pointer was that chances were that the ‘scam’ had proved the way to finally have the proceeds to my fundraising shared!

 

                               ii.            When I heard about a court case, I was surprised; however, I tried to be patient because I thought the court would come out with the source of funds that were shared in a very primitive way. Second, I thought we would get to know the right beneficiary of the funds that were stolen.

 

                              iii.            If Bank of Uganda staff had not played a role in the ‘Pension Scam’, Bank of Uganda would have got independent auditors to get to the truth of the matter. 

 

                            iv.            So, the court was used to distort facts, and even today, the truth regarding the Pension Scam is not in public domain because Bank of Uganda staff were part of the beneficiaries under the ‘ghosts’ talked of.

 

                             v.            If Bank of Uganda had hired independent auditors, the following information would have been readily got without need for court intervention because that is what supervision of banks by Bank of Uganda actually means:

 

I) The source of the money which was paid disguised as pension funds.

2) Who was or were the actual beneficiary / beneficiaries before the funds were diverted.

3) The real ‘ghosts’ who were paid in disguise. This should have been possible given the names of those who physically collected the money from CIB.

4) From (3), the big fish who sent the ‘ghosts’ to collect money on their behalf would have been established.

5) The recovery process of the money would have been easily undertaken.

6) The role of CIB in the fraud would have been clearly brought out. At least we know that the bank was involved in fraud where Pensioner name and photo were not matching, that one Till was assigned the role of paying ‘ghosts’ and that from each ‘ghost’ CIB earned shs 150,000 and only one withdraw from each ‘ghost’ account was allowed

7.    SOME OF THE DISTORTIONS AND CONTRADICTIONS IN THE COURTS OF LAW OVER THE CIB ‘PENSION SCAM’

                                I.            It is interesting to learn that when the Committee of Parliament got interested in the ‘Pension Scam’, they invited former CIB staff who had been involved. These included: Ishaq Ssentongo who had been Assistant Manager Operations and Rahma Nakigozi, the Head of Cash.

 

                             II.            The two told Committee members how they had been coached on how to handle those transactions. “We were all coached on what to say”. “You should say this or else you go to prison”, that is what the former staff told the Members of Parliament.

 

                           III.            Don’t forget. Write what we told you, say what we agreed on. The bank will stay but Rahma will not stay!

 

                          IV.            Nakigozi said, ‘they did not know they were facilitating fraud, since we were just following orders from top bosses’.

                             V.            She said, I used to fill in withdrawal vouchers for the supposedly pensioners who signed and left the bank with cash’.

 

                          VI.            She explained that after collecting a number of withdraw forms, she would take them to the then Bank Manager Muhammed Terkel, who with other staff packed the money for the ‘pensioners’ in the strong room.

 

                        VII.            Ssentongo, on his part, denied the accusations, equated the working atmosphere at Cairo Bank to a ‘School environment’ where everything was done on order and without rules or regulations.

 

                     VIII.            ‘Cairo Bank was like a school environment where you have a headmaster, no rules, no regulations, no everything. All the information you were supposed to get was from your bosses as far as those account opening forms were concerned. I was receiving everything on my desk’, he said.

 

                           IX.            Chimp reports wrote: ‘Late Nyombi blamed CIID for the collapse of the shs 165bn pension case.  In the article I quote: “The bank’s lawyer Macdusman W Kabega argued that CIID boss Grace Akullo had promised to give bank lawyers a Fresh Report which would be used in court, not the old one. Lawyers prayed to court to ignore Komurubuga’s report since a new report would be issued by a senior officer to water down the case’. This marked the beginning of the downfall of the case.

 

                              X.            On October 31, the ‘new report’ was signed by Grace Akullo and on the same day Tom Magezi a Lawyer from Kabega’s Law Firm which represented CIB swore an affidavit claiming that he had ‘come across’ a report by the Director CIID which he said, ‘heavily impacted’ on his application suing Government.

                           XI.            “I deemed it vital and necessary as my duty to bring it to the courts’ attention and hereby do so’” reads Magezi’s affidavit in part.

 

                         XII.            The judge would later rule in favor of the bank quashing the DPPs decision to prefer charges of theft and conspiracy to defraud the Government shs 165bn.

 

                      XIII.            A total of 3,432 ghost pensioners were created and inserted into records at the Pensions Registry by staff in Public Service Ministry. The ghost pensioners having been created, a Parliamentary approval appropriation for Pension Budget to pay these so - called pensioners was secured by the Ministry’s officials.

 

                      XIV.            Thereafter, payment schedules bearing the names of ghost pensioners were relayed by the Ministry officials for processing. The officials assigned Electronic Financial Transfer Numbers in respect of the names on the schedules sent to the bank.

 

                        XV.            The Accountant General then prepared a Treasurer order to the Director Bank of Uganda for the issue of funds from the Consolidated Fund Account and the funds were transferred to the Public Service Pension Account.

 

                      XVI.            Thereafter, Bank of Uganda on the basis of the payment schedules prepared and sent the procured funds to CIB where the Secretary of the East African Community Beneficiaries Associated, Peter Sajjabi had opened accounts at CIB through the personal introduction and clearance letter from the association of beneficiary.

 

                   XVII.            The Attorney General said in his legal opinion that the “bilateral relations between Egypt, the owner of CIB and Uganda cannot be ignored, hence the urgency and acting with caution observing the legal and due process requirement of the miles of natural justice before preferring charges against the bank”.

 

                 XVIII.            The Police in a final report signed by the Director of CIID which exonerated CIB from any wrong doing placed the responsibility on a few employees of the bank who colluded with the officials of the Ministry of Public Service to carry out the scam.

 

                       XIX.            It is understood that the new Akullo report on reaching the office of the solicitor general had got crucial evidence which was tendered in the earlier report missing. “Upon reading the said report we realize that it departs in material respects from the earlier report prepared by Police,” wrote J. Atwine on behalf of the Solicitor General to Barbara Kawuma Bugembe, a Senior Attorney, Anti-Corruption Court Section.

 

                         XX.            In an article: ‘Cairo bank chief, ex - staff trade accusations over pension scam‘. Of July 13, 2015 by Deo Walusimbi, I quote: ‘CIB Admitted that its employees colluded with fraudsters to steal pensioners’ money, but insisted that as a company, its hands were clean.

 

                       XXI.            However, former bank staff later turned up in Parliament and accused CIB managers of coaching them on what to tell the Members of Parliament.

 

                    XXII.            CIB used photographs against ghost pensioners’ names and paid out the money. “Olulimu Ogwal said that he found his picture against the name Wandira Joseph Paul who was paid shs 74m”.

 

                  XXIII.            Ishaq Ssentongo a former Assistant Manager for Operations and Rahma Nakigozi former Teller told Members of Parliament that they were coached by Darwish Osama and the lawyers on what to tell the Members of Parliament.

 

 

8.    FUNDRAISING WHERE BARCLAYS BANK UGANDA (BBU) AND NOW ABSA UGANDA WAS ASSIGNED TO COLLECT THE PROCEEDS

                                I.            In 2014, on my Birthday in October, I decided to make a second trial at fundraising so that I could stand for President of Uganda in 2016. This time I did more serious work. I put up two Blogs. The challenge was to get a Bank which I thought would not do what CIB did to me in 2010. I approached Barclays Bank Ntinda Branch. The manager accepted to open an account in the name: Kiwanuka Kituuka Account No. 6004631844. This time, I included details of the Bank Account on my blog running on the Internet. The blog name: “Kiwanuka Kituuka for Presidential candidate of unity in a federated Uganda”,

The second blog address: “Kiwanuka Kituuka for 2016 Uganda Presidential Candidate”.

 

                             II.            I thought it very important to inform Bank of Uganda about my intentions to raise Ushs 60bn to facilitate my standing for President of Uganda in 2016. The email addressed to the Governor Bank of Uganda - Prof. Emmanuel Tumisiime Mutebile was dated 11th January 2015. Unfortunately, even this time, I did not get any response from Bank of Uganda. Up to the time of writing this document, Barclays Bank (ABSA Uganda) claim that they never received monies to the credit of my account.

 

                           III.            I only want to tell Uganda Bankers to stop taking some of us for fools. It is illogical for anyone to tell a direct lie. Serious work as I have cannot have failed to realize returns in form of financial support. There is someone who can be fooled, but I think the banks need to be transparent.

 

                          IV.            The NRM Government wonders why people did not vote them in some areas. How can people vote you when those connected are stealing what is due to us. It is surprising that some have without shame earned titles like City Landlords. Nobody bothers to find out how these assets are got. Talk of declaration of assets by public servants. Does it serve any purpose?

 

                             V.            Let the NRM Government get clean. Not long ago, the Governor Bank of Uganda decided to sack Justine Bagyenda. There were no charges that got known to the general public, only that she had been Director Bank Supervision for a long time. Nobody seems interested in investigating the source of her riches. She was seen move with property from the Bank after she lost her job, it is not clear whether anybody took interest in knowing exactly what this lady took from the bank.

 

 

9.    CONCLUSION 

                                I.            Uganda has a debt portfolio not less than Ushs 56 trillion. Much of what the country earns locally goes to servicing the loans. Those people in Uganda who can attract foreign resources should be respected. If they manage to get funds into the country, it is best to see to it that they access the funds as long as they have no connection to destabilizing the country. These Ugandans have ideas that can help the country move forward. I had an idea of making Namutamba a model Parish and a Centre of excellence which would be visited by others to learn from. Unfortunately, I was denied access of the funds. I believe I am not alone.

 

                             II.            Second, there is urgent need for the Government of Uganda to address what I point out as ‘What has gone wrong in the Uganda funds remittances system”.

 

                           III.            Third, I look forward to the powers that be to address the issue of the funds I raised in 2010 and 2015. Much as I was able to convince donors to give that money, I have the brains that can turn around a few things for the betterment of the lives of the people in Uganda.

I request you to support Retired Reverend Canon John Israel Mwesigwa the father of Grace Namulindwa who is currently struggling to save the life of his daughter to meet the Medical Bills. Canon Israel Mwesigwa worked among other areas in Church of Uganda Mityana Diocese at Namutamba and in Church of Uganda - Kampala Diocese.  He is Chairman of Board of Directors of Namutamba Rehabilitation Centre for the Children.  Grace was involved in a terrible accident and is currently admitted at Mengo Hospital.

CAN SOMEONE, AN ORGANIZATION OR ESTABLISHMENT TALK TO PRESIDENT MUSEVENI ABOUT MY PLIGHT?

 My name is William Kituuka Kiwanuka. I have so far made 5 different fundraising (s) and unfortunately, I have not been able to access any funds raised.


In 2010, I went to Cairo International Bank where I had an account in the name: Ultra Simplex Enterprises 000686. I talked to the bank management that I wanted to use that account to raise money to enable me to have funds to facilitate my standing for President of Uganda in 2011. There was no objection from the bank. So, I got a Blog for fundraising ready and I started sending out emails to individuals and organizations whose contacts I randomly got from the Internet sources. When I went to Cairo bank, I was told that they had not received funds for the credit of my account.

I suspected that something was wrong. I decided to write to the Governor Bank of Uganda (BOU) - Prof. Emmanuel Tumusiime Mutebile and copied the email to not less than 30 Senior Staff at BOU. I wanted the Bank to investigate this case. I did not get any response from the Bank. Actually, it is the Resident Representative of IMF who had tried to respond but his email content had been deleted. I was therefore not able to stand for President because the funds I raised were not accessible to me.

Early 2015, I tried my luck the second time. I went to Barclays Bank - Ntinda Branch and was able to open an account in the name: Kiwanuka Kituuka with the full knowledge of the bank manager that it was for collecting proceeds to my fundraising to be able to stand for President in 2016.
Having worked on two Blogs for the purpose, I wrote to Governor Tumusiime Mutebile informing him of my intentions to raise funds to be able to stand for President. Even this time, I did not get any response from Bank of Uganda.

I was later to learn about a fraud in Cairo International Bank which was baptized the “Pension Scam”. Having followed the matter well, it was clear to me as someone who practiced as a Commercial banker for some years that part of the funds in the said “pension scam” is what I raised and was not declared to me. It eventually became clear from the court proceedings that some Ministry of Finance staff had worked hand in hand with some staff at Bank of Uganda and some in the Ministry of Public Service and the deal was sealed in Cairo International Bank.

Having failed to access a coin in 2010 and 2015, I decided to make a Fundraising appeal for my former Primary School - Namutamba Demonstration In 2017. Centenary Bank - Mityana Branch was to help in collecting the funds. To - date, there is no information that any money has ever been credited to that account.

Having faced all the frustration with fundraising involving local banks in Uganda, I made another attempt with Equity Bank - Kajjansi. In July 2020 an account was opened in the name: Community Educators - Uganda. That account since the last checking on it was done, there was no single credit to it.

It is important to understand the level of sophistication through which we are defrauded. Those involved in this act cut off communication with the donors, and all it means is simple: Bankers remain party to the fraud and play roles as facilitators, hence the reason why they find it easy to ask for proof of funds sent.

On April 2, 2021 I decided to work on a Blog for a fundraising appeal for the Reconstruction of Makerere University Main Building. I played this role as an alumni and secondly, I wanted to show proof to those who doubted my ability at fundraising that I really knew the the art of fundraising. 

It also happened that I wanted to boost the fundraising for Church House hence the Blog I made in May 2021 and the numerous emails.

WHAT IS THE ISSUE?

I am unable to access a coin of the funds I raise outside Uganda for the various purposes I have tried. While President Museveni may have not known that there was fraud in 2010 and 2015, all effort has been made to put this matter to him. There is NO action taken by the President that I am aware of having failed to get cooperation from the existing organizations that would help with justice in these matters.

I was motivated to want to stand for President of Uganda in 2011, not that I really believed that I could make it, that was opportunity to show Ugandans that there was an alternative to what President Museveni was offering, and deep within me, it was a golden opportunity to raise funds to help the development efforts of Namutamba Parish (in Mityana District) where I grew up.

Namutamba Parish was developing well prior to the 1972 invasion of Uganda by Museveni and company. That invasion was responsible for the eventual insecurity which led the Lea Wilson family that had been a pillar in the development of the area to leave Uganda for UK.

My efforts as someone who read Economics and Rural Economy to help Namutamba get back to develop have been frustrated by those who know my potential in the area of fundraising. These people are not allowing me to access any funds I raise outside Uganda.

Please, if you are touched by this article and by any chance you ever interact with President Museveni, please tell him that his Government can do better. The President keeps inviting investors who aim at exploiting Ugandans meanwhile he has men and women in various positions who are frustrating some of us in doing anything good for the people of Uganda.

My name is William Kituuka Kiwanuka. I am the Chairman of the Board of Directors of AGALI AWAMU SSINGO DEVELOPMENT MODEL (AGASDEM) LTD, A Company Limited by Guarantee. This Company is to implement "Namutamba Parish Local Economic Development (NAPALEDEM)". The development challenges of Namutamba are enormous, but given my background in Rural Economy and Development Economics as well as my innovativeness, together with those I have joined hands with, if we get supported, I am confident that Namutamba Parish can be changed for the better and also serve as a model for other areas in Uganda to learn from.


THE COMMUNITY AS THE EPITOME FOR LOCAL DEVELOPMENT
We want to have the Local Community set – up (at Parish level) as the engine for local development initiatives. Community initiatives will be Learning centered, Problem solving, Self-discovery and Action Oriented.  The people will be inducted into Community Dialogue – which will be a continuous mutual exchange of views, ideas and opinions between people and or groups of people aimed at developing mutual understanding and seeking solutions. They will, under the guidance of Community Dialogue Facilitators (skilled in Agricultural Extension services, animal husbandry, market analysis and nutrition aspects), recognize existing Knowledge, Skills and capabilities of the community that can be used to improve or change their situation for the better. Ideas as developed at Local Community level which in this case is Namutamba Parish, plus learning from Demonstration undertakings including gardens and domestic animal management skills, are believed to be an integral part of the agenda to be put in place to see the local people take on better and improved means of undertaking various agricultural and animal enterprises for good profit at the market level as well as a good boost to balanced diet at family levels. 
The Community Driven Initiatives will also see to the popularization of Self Help Initiatives as vehicles for the promotion of savings and financial empowerment for participating members.
I look forward to seeing community based developments in Namutamba Parish a big success. This is what I can contribute having been brought up in the area for the bigger part as I grew up yet it is currently in a very sorry state given the human development indicators. 

THE PROBLEM

i. Majority of the people of Namutamba can be rightly taken to be living in poverty circumstances. Poverty in Namutamba Parish can be described as the absence of those ethical, social and material resources needed to develop the moral, intellectual and social capacities of individuals within the area;

ii. High prevalence of illness among members of the Namutamba Parish Community, which hinders productivity by reducing productive hours of work (in case of Malaria, more than 1 working week is lost), eating in income that would be put on better welfare alternatives and eventually reducing life expectancy, yet there is lack of well facilitated health services in the area which calls for high transport costs to Mityana and other medical facilities beyond Mityana town;

iii. Many youth and professionals from the area have left for economic opportunities elsewhere; this is so due to the prevailing poverty which situation does not generate employment opportunities (Poverty is not just material deprivation but a continuous process of “Dis-empowerment” that includes denial of choices / rights / opportunities, discrimination, disparity, domination, displacement, de-humanization).

v. It is surprising that the cattle farmers at Namutamba are yet to get modern. Through the 1970's to date, one sees the cattle keepers at Kyetume village  using traditional methods. The fencing using natural vegetation materials (hedges) which at the same time exploit the soil nutrients. The "Busitani‟ trees were there when we were young and today one sees the same! Why are we not having trees which are food for cattle? Why don’t we have fewer cattle and emphasize quality vis a vis quantity? Why don’t we see farmers practice zero grazing for cattle?

vi. Namutamba Demonstration School is a pillar school in the area, however, it is in appalling situation. The school has a number of infrastructures in poor shape; the teachers' houses are in appalling situation, many of the school facilities are in a poor shape hence cannot enhance academic excellence of the children, the school does not have a single computer, children don’t grow food yet there is land that can be utilized to see them have food, the sports grounds are in a poor shape and need to be worked on, sports equipment lacking, toilets need to be worked on, water is fetched from the valley yet there can be water harvesting from the school buildings, the welfare of teachers is poor, there is need to boost it, a Sick bay needs to be equipped and a school nurse in place, there is need to increase on the non-teaching staff from a force of only two, there is need to procure a machine to help in the production of children’s periodical examinations, putting up a kitchen worth the status of the school given that it is 84 years now since it was started. There boarding facilities and lighting at night for the children are really poor;

What is the significance of having Namutamba Parish Local Economic Development Model as the Concept for this approach? 





Namutamba Parish Local Economic Development Model is made out of three parts:

1) Namutamba Parish;

2) Local Economic Development; and

3) Model.

Namutamba Parish was initially an icon for Education and Christianity. The Malcolm Wilson Family played a big role in the early development of Namutamba Parish. The family started A Tea Estate and Dairy Farm. The Farm employed a number of people more so labor from Rwanda. The family also helped the early establishment of Namutamba Demonstration School where many children of the employees at the estate went for Primary Education.  




So, the Economic activities by the Malcolm family were the initial pillars that helped Namutamba Parish to grow. The Malcolm family also associated itself with the East African Revival Movement (the Saved) under Church of Uganda. This Movement spread the Gospel to the whole of East Africa region and Namutamba was one of the bases. So, Namutamba became popular and known in Uganda. In addition to the above, Namutamba Primary Teachers’ College (NTC) was putting out excellent Grade II Primary Teachers. This also added to the fame of Namutamba as good teachers were on high demand countrywide.




Insecurity in Uganda became unbearable to the Malcolm Lea Wilson family who were the owners of Namutamba Tea Estate and Dairy Farm. The family decided to sale the estate and left Uganda in 1972 and went to United Kingdom. The Estate was sold to the John Nagenda family members and some others. The buyers of the estate did not measure up to the challenges, so production levels fell, many workers left and the Dairy Cattle were eventually no more. The factory that was processing Tea eventually got technical issues and production was stopped.







Shortly after, Namutamba Primary Teachers’ College was dropped as a Government aided Teachers’ College and it was changed to a Vocational undertaking which unfortunately did not take off. However, The Church of Uganda Mityana Diocese who own the College and the Demonstration School took over and decided to run a Private Teachers' Training College for Grade III teachers. However, the College has challenges as the funding depends on the tuition the students pay, and has constraints.

The Demonstration School was negatively affected by the introduction of Universal Primary Education (UPE) policy, so the school declined in many areas including academic performance, infrastructure including the Teachers' Houses  are in a sorry state and some structures have actually collapsed. .

So, Namutamba Parish was initially progressing, and suddenly its status fell to the sorry state it is today. It is the historical significance of Namutamba that we want to get back using a different approach.

“Local Development”.

This identifies that the area has the potential that needs to be stimulated so that it acts as the engine of growth for the whole parish. This includes:

1. Land that can be productively exploited;

2. The Cattle breeds which can be improved and managed scientifically;

3. Resources like Stone that can be crashed by the locals to provide Stone for tarmacking the roads in the area;

4. Harnessing rain water (water harvesting) that may help domestic use as well as for irrigation purposes.

5. The innovation has the component of Marketing of the Agricultural products grown in the area first through the use of Agricultural Extension personnel to advise farmers on better packaged production of marketable Agricultural produce and then channeling / transportation to market including to Mityana Municipality and Kampala City.

6. There is the component of improving the Health Infrastructure through promotion of Primary Health Care (PHC) at household levels as well as;

7. Putting up a Health Centre for treating the sick.

8. Boosting employment prospects by encouraging many with arable land to use it productively following advice by extension staff;

9. Promotion of Fish Farming in places where the local people have running water resources readily available;

10. Have a Fuel Station opened in the area to help the fuel needs given that fuel is bought 13 miles or more away from Namutamba Parish.

11. Namutamba Business Centre (NABUCE) - Locals do most of the shopping at Mityana which is anything between 12 - 16 miles, and it is a big cost in terms of time and cost by Commercial Motor Cycle Transporters who charge anything shs 8,000 and more, yet it is risky means of transport. So, NABUCE is necessary to boost business in Namutamba Parish.

12. Namutamba Parish has problems of locals accessing clean water within easy rich. We shall identify partners to help in this area at the same time,we shall encourage rain water harvesting after teaching the locals and supporting them to undertake the harvesting. 

In a nutshell, Namutamba Parish has natural resources which can be conserved as well as exploited to help the growth and eventual development of the area.

The third aspect is the word “Model”.

In Uganda, it is generally poverty in most of the rural parishes. NAPALEDEM in practice will serve as a Model that can be copied or emulated by other parishes countrywide. The parish can then countrywide be a basis for Local Economic Development (LED). Namutamba Parish Local Economic Development Model (NAPALEDEM) concept in practice should therefore serve as a Learning Model for the rest of Uganda, that a parish can be a basis for promoting better livelihoods and support for those who stay in it.

PROJECTS TO BE UNDERTAKEN AT BOTH NAMUTAMBA PRIMARY TEACHERS' COLLEGE AND NAMUTAMBA DEMONSTRATION SCHOOL WILL AMONG OTHERS INCLUDE:


We shall seek authority from Mityana Church of Uganda Diocese to utilize some of Namutamba Primary Teachers' College buildings which are redundant yet some need to be renovated. The authorization will help to have initial staff accommodation, offices, stores and land for demonstration purposes for the students and the residents of Namutamba Parish.


We are sure of working well with the current head of Namutamba Primary Teachers' College so that the extended facilities facilitate as well as ease our initial work in Namutamba Parish.


We already have good working relations with Namutamba Demonstration more so that we shall to help them with infrastructure developments and or renovation. We would like to see the school as a model for Primary Education in Uganda. We would like the agricultural land which the school has to be used for growing food for children and also serve a demonstration purpose where children will learn growing certain crop enterprises as well as animal husbandry. We shall also ensure that more practical subjects are a reality, improve teacher welfare as well as introduce Information and Communication Technology (ICT) application by the learners.


 OTHER INTERVENTIONS WE ARE TO GET INVOLVED IN SHALL INCLUDE:

1. Easing of transport to and fro Mityana. Currently, if one misses the very early vehicles to Mityana, he/she has to hire a commercial motor cyclist for 12 or more miles at the cost of shs 8,000 or more that is US$2.3. This means that there should be improved taxi availability so that people are sure of getting a taxi to and fro Mityana at anytime they wish to travel;

2. There is need to use a better health facility as a magnet to attract people to be party to the innovations that may eventually change them, this, to offer services at highly discounted rates is in the right direction and also offer a number of services including maternity, antenatal, laboratory, admissions and a full time doctor and other specialized medical personnel. People to be encouraged to have savings with the facility and also be allowed to get treatment on credit or even pay in kind using what they produce in their gardens may all go a long way in promoting the health facility;

3. Addressing people’s ills and endeavouring to cater for them will go along way in easing the lives of the people at Namutamba.

These will include:

i. Availing a Filling station having: Petrol, Diesel and Paraffin in close vicinity. Currently, those with vehicles can only fill from Mityana which is 12miles or more depending on one's location in Namutamba Parish!

ii. A big mobile money facility in terms of volumes of money it can handle. Currently, people doing relatively big business have to travel Mityana Municipality to get cash or to send. Getting these services to the people is critical and very time saving more so, at a time when we want to boost business in the area;

iii. There are a variety of goods which people have to buy from Mityana Municipality yet they would buy them from some big shop around in the area and save, this calls for opening up such a shop with a hardware component among other outlets. This undertaking we have it in plan as Namutamba Business Centre (NABUCE);

iv. Setting up collecting centres for agricultural products from the area and then use our transport means to get the produce to market in Mityana Municipality and or Kampala city;

4. We shall deploy paid staff to oversee most of the community mobilization in the area and extension advisory services to the local producers. These will:

a) Encourage the formation of Self Help Groups (SHGs) as a vehicle to enhance the savings culture among the people and the working in group arrangement for their betterment;

b) Help with better innovations, for example the area has many cattle keepers who need to move from quantity of animals kept to quality as well as undertake zero – grazing, we shall have demonstration areas set up for the purpose as well as on - farm innovations and interactions with the people; 

c) To encourage better innovations which will help farmers to improve their harvest in size of produce and quantity and where the produce can be processed, this will be encouraged to get a bigger margin from what is produced. We want local people to mill the Groundnuts, Maize to mention a few given that machine done milling gets elements of metal in the flour which endangers lives. We also want to get into packaging Tea leaves of Tea produced in the area as a Memory for the Lea Wilson earlier developments of the area;

d) Serve as a clearing house, provide farmers, traders and other interested public's information they need to make rational decisions on planning, investment, marketing, research and training;  

e) The locals will be availed with services to include soil management, that is re - knewability, tasting soil to establish its mineral content as well as enterprise management, all of which will be aimed at getting the poor and vulnerable from the current deplorable state they are in.

5. There is need to work on the roads. The road from Mityana Municipality gets bad when one starts climbing Namutamba Hill after Bakijjulula. If there is away this road can be worked on, chances are that greater economic activity will be undertaken.In this case, we shall mobilize the locals with stone in their lands to crash it, then we shall buy the stone from them and use it in tarmacking the roads after enlarging them to undertake easy flow of traffic and this will indeed boost business in the area as well as attract settlements.

THE NEED TO SEE MALNUTRITION AS HISTORY

A good number of people in Namutamba Parish suffer from some form of malnutrition, hence cannot sustain healthy, active lives. The result is devastating illness and death, as well as incurable loss human potential and social development. Many suffer from diseases caused by unbalanced diets as well as vitamin and mineral deficiencies. Malnutrition puts women at greater risk of complications and death during pregnancy and child birth. Micronutrient deficiencies have to be solved:

1) Ensure that pregnant women don‟t get Iron Deficiency Anemia (IDA) which causes:

a) Poor school performance and less energy for play in children;

b) Higher risk of death during child birth in pregnant women;

c) Diminished work capacity and productivity in adults.

2) Vitamin A Deficiency (VAD) this takes its toll on children:

a) It is the most common cause of preventable blindness;

b) It carries a higher risk of illness and death;

3) Reducing chances of goiter development as a result of lack of Iodine:

a) This increases the risk that children will be born mentally handicapped;

b) Reduced growth and mental development in children. Micronutrients availability to be increased through encouraging the growing and eating a food rich in micronutrients such as fruits, vegetables, fish and livestock products.

FOCUS ON WOMEN PRODUCTIVITY.

Women in Namutamba Parish on average work for about 15 hours a day, however, their labour hour input is inversely proportional to the value of the output, so, low yields are realized due to ill-advised practices. We will empower the women through Self Help Groups (SHGs) of 15 - 20, where they will learn interventions that can help boost productivity and also focus on market to earn income. We shall enhance women empowerment using the Self Help Groups (SHGs) initiative as a vehicle to see them get command over some income and be involved in decision making, the two foundation stones on which the (SHG) principle is based are: Every human being has tremendous potential in her/himself. This hidden potential in the poor can be unleashed if the right environment is provided and, as an individual, the poor are voiceless, powerless and vulnerable. By bringing them together as a homogenous collective, they have tremendous strength. Poverty is not just material deprivation but a continuous process of “Dis-empowerment” that includes denial of choices/rights/opportunities, discrimination, disparity, domination, displacement, de-humanization.

INTERVENTIONS TO COUNTER HIV/AIDS.

While there is knowledge about HIV/AIDS countrywide, specific interventions are needed in Namutamba Parish with objectives as:

1. To see to reduced contraction of HIV;

2. To see to counseling and care of those affected and infected by HIV/AIDS;

3. To see to medication of those who are HIV positive and also have them active in work to earn a living;

4. To see to increased life span of those who are HIV positive;

5. To put in place interventions to care for the orphaned and vulnerable children and ensure their education and social security catered for.
