TUMUSIIME MUTEBILE 1st ANNUAL LECTURE ON THURSDAY, APRIL 28, 2022












 THE TUMUSIIME MUTEBILE ANNUAL PUBLIC LECTURE HELD ON THURSDAY, APRIL 28.


Many times organizations love to have public lectures as they remember the roles played by some people while alive. More often than not, the presenters sing praises for those in whose memory the lectures are organized which is wrong. It is wrong in that we are all human beings who do right and wrong and as such it makes much sense to bring out the two sides.


Even on the economic front, I don’t know whether we have write ups by Mutebile on things like the size of the Parliament to the powers that be. We are yet to learn about his role as Governor on seeing medical services better in Uganda. You cannot be in a position of responsibility where you have a role to play in ensuring better health services in the country and you instead are brought back home as cargo from a neighboring country!


Prof. Tumusiime Mutebile was not a Holy person. By the time he died he must have known that he failed me. I am one Ugandan who brought billions of shillings to the country from 2010 and I am sure, money is still coming to Uganda which under normal circumstances I would access, however, with his high education, a good Christian as he is believed to have been more so his generosity to the Church of Uganda, and intellectual abilities, he saw it best that I am denied access to the money I raised though I communicated to him from 2010 up to the time of his death!


I have previously written that as far as I am concerned, the way Mutebile treated me was so inhuman that it negates any good he may have contributed to Uganda. And I mean it.


I have seen comments written about the Late Mwai Kibaki. Some writers have been able to bring up the bad of Kibaki. We are all human beings and surely, we have the good and bad. I am a human being, but if God is to judge Mutebile, He surely will not do it as the Ugandans who want to make us believe that Mutebile was perfect. It can be remembered when he told the Parliament of Uganda that may be it is God Who could take him out of his chair at Bank of Uganda, and indeed God did it.


The money I raised on two occasions: In 2010 and 2015 when I had intentions to stand for President was stolen and he did not take any action to see that I recovered the money. We are in a country where some people treasure the so - called investors whether they get money out of criminality and the Ugandans who justly raise money for local initiatives are taken as none entities, and in cases like mine, the money raised is just stolen by those who believe that they are entitled and that we are their slaves.


As I write, had Mutebile been a good man as praised, Namutamba Parish where I grew would look like below:

If only some people had not shared the monies I received in my fundraising appeals for President in 2010 and 2015, Namutamba Parish where I grew up would be a Centre of Excellence. 


1. Namutamba Demonstration School would already be back to one of the leading schools in Uganda.


2. Namutamba would be popular for growing Organic food.


3. Namutamba would be getting local and foreign tourists in hundreds every week.


4. Namutamba cattle farmers would slowly be changing from having large herds to small zero grazing cattle with high returns.


5. Namutamba would be having tarmac roads linking many places.


6. Namutamba motorists would be having a reliable fuel station in the area.


7. Residents of Namutamba and its hinterland would no longer have to go to Mityana for their shopping, they would get 95% of their needs in Namutamba.


8. There would be extension agents virtually in all villages of Namutamba and organized marketing channels of the agricultural produce.


9. Namutamba Parish would boost of a Healthy Centre IV and expanding with services including: Ambulances; Surgery; Maternity; Eye-care; Dental and Primary Healthcare Services to mention some.


10. There would be at least one Demonstration Farm in each of the village of Namutamba Parish.


11. We would have a sports playground with prospects of being very competitive in Uganda.


12. We would try as much as possible to get people to work and change their wasted time in unproductive politics of parties to income generation.


13. We would by now be supporting Religious Organizations in their roles to promote morality which is the greatest problem of Uganda.


14. We would be sponsoring youth to train in vocational skills where such training is available and these would come back to Namutamba to boost the local economic development.


You cannot believe, this plan has not taken off. It is now 12 years simply because of the moral decay, impunity and love for free things by those who are connected.


If only God can intervene and I recover funds that were stolen by the so - called connected people, I can assure you, Namutamba Parish will turn into the Mecca of Uganda.


If God had given Mutebile another chance to live on, may be he would apologize to me for the injustice to me during his time.


I can write endlessly about Mutebile because much as I have brought into Uganda the biggest amount of money as an individual, I live a life of a pauper! Many people during his tenure were able to reap where they did not sow. They got free money and I have never touched a coin! And they are still enjoying the resources I labored to get to Uganda after randomly sending emails and responses were overwhelming, and as a non - entity as I was taken, I have nothing to show for the money I got into Uganda!


And, because I wanted to show those in power that I was good at fundraising, I decided to fundraise for the Reconstruction of Makerere University Main Building. Today, Thursday April 28, the Organizers of the Mutebile Lecture (Makerere University) have never been bothered to thank me for that role. I am sure that my fundraising appeal outside Uganda for Makerere University brought in billions!

I am not surprised that Ugandans have found it a norm to pray to God to forgive dead Ugandans for whatever wrong they may have done while alive! Surely, even where common sense would prevail, a person in a responsible position fails to do the obvious.


I think Bank of Uganda should organize an open forum before the end of 2022 during which participants would address the better functioning of Bank of Uganda and improved image of the banking industry in Uganda. I think that is very necessary in a situation where we are having bank managers and some staff of Bank of Uganda party to fraud, which  I am a victim of.

CORRUPTION IN UGANDA: WILL PUTTING SHS 2.8BN IN THE BUDGET TO INSTIL DISCIPLINE MAKE SENSE?

 THE CORRUPTION WHICH COSTS UGANDA BILLIONS OF SHILLINGS EVERY YEAR IS BY PEOPLE IN RESPONSIBLE POSITIONS WHO KNOW, BUT THE MACHINERY IN PLACE IS INCAPABLE OF HANDLING MOST CASES AS THEY ARISE.


The Office of the President seeks UGX 2.8 billion in the next Financial Year Budget to instill morals in Ugandans to fight corruption.


Even if that money is availed, it will not do much. What Uganda needs is to improve on the way corruption cases are handled as well as better managing the loopholes through which the professional corrupt steal public as well as money for individuals.


For example for 12 years now, I have written to many Government of Uganda departments and Ministries following the funds I raised from outside Uganda which were stolen, but I am not proud of any department that has made a positive move regarding these matters. If Government has any commitment, it is a matter of dealing with the system which lacks in checks and balances and that all Ugandans should be equal under the law.

MAKERERE UNIVERSITY PRIVATE STUDENTS’ PARENTS’ ASSOCIATION (MUPRISPA)

 IN 2001, WE GOT INVOLVED IN THE WELFARE OF PRIVATELY SPONSORED STUDENTS OF MAKERERE UNIVERSITY.


We were concerned about the discrimination of privately sponsored students at Makerere University, yet the money they paid helped very much in bridging the financial situation at the University.  



That development led to the registration of Makerere University Private Students’ Parents’ Association (MUPRISPA).

Kenyatta National Hospital Annex in Othaya renamed Mwai Kibaki Hospital. The Hospital was renamed a day before former President Kibaki was buried.


Munene: Gov’t sees fit to honour the departed president.


NYERI, Kenya, Apr 29 – The Kenyatta National Hospital (KNH) in Othaya has been renamed Mwai Kibaki Hospital in honor of the fallen former president.


The hospital’s director Peter Munene stated that the decision was made following consultations between Kibaki’s family and government officials.


“We didn’t just wake up and rename this facility. We live to the fact that Kibaki never wanted anything named after him, but his family has given the go ahead, ” Munene stated.


The facility which was started during Kibaki’s regime was completed during President Uhuru Kenyatta’s tenure and has been serving residents of larger Mount kenya region seeking specialized treatment.


Residents there stated that they are happy about the change as Kibaki’s name and memory will be forever etched on their minds.


“We as residents are happy that finally the name of Kibaki will be with us forever. His contribution to growth of health sector is immeasurable ” said Peter Mwangi.

WHY IS IT THAT MANY UGANDA WORKERS DON’T SEE IT WORTH CELEBRATING LABOUR DAY?

 WHY IS IT THAT MANY WORKERS IN UGANDA DON’T SEE IT WORTH CELEBRATING INTERNATIONAL LABOUR DAY ON MAY 1?


Some of the major reasons:


1) The monthly pay by both Government and the private sector cannot enable most workers to meet the basics in their lives;


2) There is lack of patriotism by many in Government;


3) The institutionalized corruption;


4) The implementation of a plan by the NRM to see themselves in power for as long as possible;


5) The patronage schemes in place.


The issue of the pay

Many workers, when they get to compute what they routinely have to spend their money on, you find that there is a deficit. It is this deficit that forces some workers to steal Government stores, to charge clients for services that should be free, to absentee themselves from work and others to steal through wrong accounting or inflation of what is procured.


The lack of patriotism by many in Government.

There is a disconnect between the people of Uganda and many policy makers in Uganda Government. The way the problems of the people at grassroots leaves a lot desired. One can look at many schools in the countryside. Some are not fit to serve the purpose they do. But because many in Government cannot take their children to such schools, the priorities are completely different. The spirit of the love for their country is not genuine among many in big Government offices and this demoralizes many Ugandans.


The institutionalized corruption is synonymous with the NRM Government. The IGG has talked about the trillions of shillings stolen in Uganda by those who are connected. There is no serious mechanism by Government to ensure that taxpayers’ resources have value for money. At the end, those who steal Government money are found buying huge chunks of land, putting up malls here and there, many are involved in conspicuous consumption, buying properties others have earned titles like: “Abagagga abato” young millionaires just to mention a few.


The patronage scheme 

This scheme is most unfortunate. It has retired men and women who are called Presidential advisors. These are people who should be retired and living on earning assets they invested in during their active working life.


We have a huge cabinet and Parliament which are simply exploiting the taxpayers. Those who pay taxes just don’t get the services they would expect simply because those in the patronage scheme take the lion share of the available resources.


When it is campaigns time in Uganda, the amount of national resources spent to support NRM candidates cannot be under estimated. More often than not, members of the NRM Caucus are rewarded in money terms as a thank you when they vote the way the executive in Uganda wants.


Lastly, I wish to bring my personal experience of how NRM Government can be frustrating.

I came up with a strategy to fundraise in 2010 so that I could stand for the Presidency of the country in 2011. Because we have people in Uganda who believe that they are entitled, they decided to make a strategy which involved the Ministry of Finance, Bank of Uganda, Ministry of Public Service and then Cairo International Bank. The money I raised was shared under what was eventually called a ‘Pension Scam’. I knew very well that with my over 500 emails through which my appeal was made, I had to raise good money. These people who see themselves as entitled decided to steal the money. All I was told in Cairo International Bank is that ‘I had not received any money’.

That is how far the morals of some people in responsible banking institutions as well as some Government departments have gone.


Of course, having served as a Commercial banker in my earlier working life, I tried to analyze the situation and it was clear that the money I raised is what some connected people shared.


It was not only in 2010 that I was treated that way. In 2015 I opened an account in Barclays Bank to help me collect proceeds to my fundraising for President in 2016. It was the same story. Having sent emails the whole of 2015, Barclays Bank told me that they had not received funds for me.


12 and 7 years respectively today, I have reached out to Government departments which would help solve this matter. I cannot tell you how frustrated I am. When I went into fundraising, I knew my chances were not there against a person who uses state machinery. My consolation was the funds I was to receive which were to put a difference in the lives of those who stay in Namutamba Parish - Mityana District. Many people would have better employment now, but all the money was stolen by people who are connected. It will be by Grace of God that I recover any funds raised in the circumstances we are in.

 APRIL 25 IS WORLD MALARIA DAY.

April 25, 2022 is World Malaria Day. It is an annual event to raise awareness and advocate for more resources for the fight against Malaria. 


The theme is: “Domesticating the Fight against Malaria”


Slogan: “Prevent the bite”


Malaria is preventable. Stick to the simple doable action - Sleep under a treated mosquito net every night.


WHO ON MALARIA DAY 2022


Theme: “Harness innovation to reduce the malaria disease burden and save lives”.


World Malaria Day 2022 will be marked under the theme “Harness innovation to reduce the malaria disease burden and save lives.” No single tool that is available today will solve the problem of malaria. WHO is calling for investments and innovation that bring new vector control approaches, diagnostics, antimalarial medicines and other tools to speed the pace of progress against malaria.


Despite steady advances in lowering the global burden of malaria between 2000 and 2015, progress has slowed or stalled in recent years, particularly in high burden countries in sub-Saharan Africa. Urgent and concerted action is needed to set the world back on a trajectory toward achieving the 2030 targets of the WHO global malaria strategy.


Malaria is a preventable and treatable disease that continues to have a devastating impact on the health and livelihood of people around the world. In 2020, there were an estimated 241 million new cases of malaria and 627 000 malaria-related deaths in 85 countries. More than two thirds of deaths were among children under the age of 5 living in the WHO African Region.


RTS, S MALARIA VACCINE.


In October 2021, WHO recommended the broad use of the RTS,S malaria vaccine for young children living in areas with moderate and high malaria transmission. The recommendation was informed by results from an ongoing WHO-coordinated pilot programme in Ghana, Kenya and Malawi that has reached more than 900 000 children since 2019. Evidence and experience from the programme has shown that the vaccine is safe, feasible to deliver and reduces deadly severe malaria. RTS,S is an example of innovation at work and a scientific breakthrough – it is the first vaccine recommended for use against a human parasitic disease of any kind.

THE ORIGIN OF KITUUKA’S CHALLENGES

 WHERE IS THE ORIGIN OF THE CHALLENGES I HAVE FACED SINCE 2010 WHEN SOME PEOPLE DECIDED TO SHARE THE PROCEEDS TO MY FUNDRAISING FOR PRESIDENT OF UGANDA?

When I was sent on an indefinite suspension from Nile Bank in May 1991, I found myself involved in sending letters to the editor for various newspapers. I became a freelance journalist of sorts. Those who read papers that time got to know me.


With time, I frequented my friend at Makerere University - the Late Ssalongo Paul Teefe. Teefe was like a brother to me. Given the interaction with him, I got in touch with a number of University staff then more so the non - teaching. 

In 2001, the Private Sponsorship scheme was in business. I was able to get to appreciate the challenges the private students were going through. Together with some people outside Makerere University, we decided to form: Makerere University Private Students’ Parents’ Association (MUPRISPA). Someone who I don’t remember very well helped us to have it registered by the Registrar of Business names at the former Main Crane Bank Building near Janan Luwum Church House.


I cannot remember how I got in touch with the Private students. However, what I can remember is that before 2001, I had with students from the then Faculty of Commerce worked on a students publication. That time there was the current Kabaka’s media man who had good connections with companies in Kampala who helped in getting some adverts to back the publication.


My communications to the media houses and the University administration about the plight of private students at Makerere University was a common feature. It is then that I got good bashing from the then Vice Chancellor Prof. Ssebuwufu. I went to his office to see him about the challenges of the Private students. The treatment I got, I could say he was ruthless and shouted at me. But that did not stop my efforts.


I remember one time I had a CV and other documents with me. Some lady in Accounts at Makerere who had seen a number of my write ups wanted to see my qualifications. She was surprised that I had a B.A degree, yet she thought that I was a PhD person.


During that time, I did not only make communications in writing to the Ministry of Education, but also visited the Ambassador who was concerned with the students’ affairs.


Our communications went as far as making appeals to the President of Uganda to intervene in matters of Makerere University when tuition fees got increased. This we did a number of times.


I remember when I made the initiative to write a proposal to Government regarding a viable Education loan scheme and its sustainability. This I submitted to the Ministry of Education. 


It is also true that at I used to copy my communication to a number of organizations in Uganda.


In 2005, given that Uganda Local Government Authority (ULGA) was among the recipients of my communication, invited me for training via radio twice a week at ULGA Office at National Insurance Building. That training went on up to 2007. I remember we used to attend video conferencing at Uganda Management Institute (UMA).


In 2005 is when I was requested by the Late Dr. George William Mayanja to help in the preparations for the Centenary of St. Mary’s College, Kisubi. I accepted and for a few weeks I did work that was meant to enrich the SMACK Website. The initial work was from Dr. Mbire’s office and afterwards I moved to St. Mary’s College, Kisubi. It was easier to access the information for the website and I would get in touch with Engineer Musisi whose company ended up making an interactive website.


When work on the website was completed towards the end of 2005, I realized there was a vacuum as regards the Centenary Magazine. I talked to Brother Bukenya who was the Head Teacher so that he allows me to do the roles of the Memorial Committee which was a Sub - Committee of the SMACK Centenary Steering Committee. My main challenge was to get information from former Headmaster’s of SMACK. I was ready to work on the Magazine up to the end with no Editorial Board. That time, I had slowly managed to get email contacts of SMACK OB groups and I would update them regularly.


I decided to use questionnaires to former Headmaster’s of SMACK: Brother Anthony Kyemwa RIP, Brother (Dr) Cosmas Kafeero RIP, Brother Joseph Tinkasimire, Brother Peter Kazekulya and J C Kiwanuka RIP a former Deputy Headmaster for a long time. I was able to get information from a number of other people including Basil Kiwanuka RIP a former OB of SMACK as well as teacher and Board Chairman. I also had opportunity for about to weeks when Brother Kyemwa personally called on me at the HSC Reading Block and made a number of explanations regarding the evolution of SMACK.


Of course my work was enriched by existing literature some from the Memorial Library including past Eagle Magazine publications where students wrote about developments with time at the school.


I also got clearance to Lubaga Archives where I was able to learn about a Statue that was donated to the school which it was at Lubaga in 1907 and by then it was in the sitting room of the Parish Priest. I also got information about the evolution of the Old Boys Association and how the land where the SMACK Club House at Lubaga was acquired and the eventual building of that house. It is from the records in the Archives at Lubaga among the Minutes of the Old Boys Association that I learnt that the Old Boys of SMACK were the proprietors of Kabojja Junior School. The innovation was a result of the White Sister’s at Kisubi phasing out St. John’s Junior School where Hon Paul Kawanga Ssemogerere went for his early primary education. I also got some little literature from Makerere University Main Library and J B Walusimbi Senior a former Permanent Secretary and OB of St. Mary’s College, Kisubi. My word did not stop at being Editor of the Magazine but I also solicited some adverts that were put there.


The big turn up of the Old Boys has much to do with my communication and updating them of developments to the Centenary Celebrations.


After the Centenary celebrations in 2006, I continued communicating to Old Boys and publishing other literatures to do with the school as shown below. In all, they are ten publications.


So, in 2010 when I showed interest in contesting the Presidency, some people knew my potential and mobilizing abilities. We had in place Ugandans at Heart. I sent my appeal for support through this channel. I also communicated to those offices in Uganda where I had been communicating developments about Private Students at Makerere University and other issues of National importance. Then to those, I added the international community who I reached through email communication.


When I think about that journey from 2001, I am not surprised that those who knew my potential decided to kill it by denying me access to funds I raised. Instead they shared the money through a scandal of an international magnitude. This is one of the biggest scandals since Uganda got independent. I don’t blame some people who think that my fundraising is all fiction. Just trust my word, I have the potential.


AN APPEAL TO THE MINISTER OF FINANCE AND DEPUTY GOVERNOR BANK OF UGANDA TO SOLVE MY FUNDRAISING ISSUES

 HON. MATIA KASAIJA MINISTER OF FINANCE, PLANNING AND ECONOMIC DEVELOPMENT TOGETHER WITH DR. MICHAEL ATINGI DEPUTY GOVERNOR BANK OF UGANDA, PLEASE ENDEAVOR TO SORT ISSUES SURROUNDINGS MY FUNDRAISING.


Dear Sirs,


I find it unbelievable that for 12 and 7 years respectively, the proceeds to my fundraising for President of Uganda in 2010 and 2015 are yet to be sorted.


It is very painful. A number of people in Uganda including many NGOs, Companies Limited by Guarantee and CBOs to mention some have their activities supported by funding from outside Uganda, and they are able to access the funding.


I am yet to know what crime I committed to have had the funds I raised taken without anything released to me. Sincerely, it does not make any sense for anybody to think that I can believe the allegation that I did not raise money in the two fundraising! Such people don’t know what they are talking about. My bankers former Cairo International and Barclays used it simply because they knew that the evidence I would use was in their custody, given that my communication was interfered with, but that does not mean I did not raise money.


I am tired of having to pray every other day to God to have this matter sorted when the people who have to sort it are here.


Some people seem to take my fundraising a joking matter, however, I believe nobody as an individual has managed to get so much money to Uganda like I have done. But imagine the type of justice I am getting.


I would not like people who are involved in this scams to continue getting bad experiences and or luck. It is your role that can stop that. God endorsed my missions to get this money, and some people decided to deny me the money, and I imagine all may not be well with them because one cannot succeed fighting what God endorsed.


I see a lot going wrong in this country and I am suspicious that God is not happy with the way those in authority in Uganda have handled this matter, because it is only a joker who can take it simple and ignore. It is not.


The matter being 12 and 7 years old respectively, some of those that I communicated to a number of times about sorting it are slowly dying. I really need justice in this matter.

UGANDA CHURCHES HAVING TO BEG FOR FUNDS FROM PRESIDENT MUSEVENI HAS THE POTENTIAL OF COMPROMISING THEM.

 THE CHURCH GETS COMPROMISED WHEN THEY BEG FROM PRESIDENT MUSEVENI.


For projects of say Shs 1bn to 2bn, the Church leadership should resort to their members to raise such instead of going to beg the President as the begging has the potential of having them compromised.


Museveni pledges Shs1b for Martyrs Day preparations, renovation of Fort Portal Cathedral

President Museveni on Wednesday afternoon met and held discussions with leaders from Kabarole who are also on the committee organizing this year's Martyrs Day celebrations (Catholic) and pledged Shs1 billion support and renovation of the Fort Portal Cathedral.


The delegation that met the President at his country home in Rwakitura, Kiruhura District, was led by the Minister of Tourism, Tom Butime and the Bishop of Fort Portal Catholic diocese, Rt. Rev Robert Muhiirwa.


“I am going to give you Shs1 billion for the two, i.e. the Cathedral roof and Martyrs’ Day preparations,” Mr Museveni said.


Uganda Episcopal Conference selected Fort Portal Diocese to spearhead the preparations for this year’s Martyrs Day on June 3, 2022.


The diocese last led Martyrs celebrations 25 years ago.


Bishop Muhiirwa said the diocese drafted a working budget of about Shs1 billion to prepare for the celebrations.


WILLIAM KITUUKA KIWANUKA AT MAKERERE UNIVERSITY

 LIFE AT MAKERERE UNIVERSITY BETWEEN 1980 - 1983 WHEN I WAS A STUDENT THERE.

Our joining Makerere University in 1980 had been much influenced by the developments of the 1979 Liberation war which saw Idi Amin RIP sent into exile. I must say, schools generally performed badly given the time students spent away from school as a result of the war.


We got to Makerere University and students’ politics was basically between Uganda People’s Congresses (UPC) and the Democratic Party. I had wanted to offer B Com but I did not make the required points. I blame that development to Brother Headmaster at St. Mary’s College Kisubi who chose MEG for me. Up to now, I do not encourage students to offer MEG. Instead it is better to offer PEM. Unfortunately, PEM was not one of the combinations at St. Mary’s College Kisubi. I opted for: Economics, Geography and Sociology in my fast year.


I was admitted as a non resident student. I initially stayed with my Late brother Isaac Kiwanuka who entered through the mature entry scheme to do Education. Given the challenges, I was not involved in students’ social life most of my stay at Makerere.


I had two real friends during my stay at the University. They were John Ssempeera who has been in the Insurance industry most of his working career, and currently he is with PAX at Christ the King in Kampala. My other friend was the Late Lule who worked with Uganda Revenue Authority.


We used to do a lot of discussions with these friends of mine, and we maintained our friendship through Makerere University and into our working life. I remember one time Ssempeera told me that his wife was due for a caesarian operation at Mulago as she was to give birth to twins, and I was there at Mulago until the lady was through with the operation.


It was not easy not to be part of the Political party politics at Makerere University. So, shortly after I joined, I identified with the Democratic Party (DP). And, some friends sympathized with my being a non - resident. I together with some other students were fixed into halls of residence. Around that time, my brother had also secured a room in Lumumba Hall. I got a room in Mitchell Annex near the Art Department.


That time our Vice Chancellor was Prof Asavia Wandira. Unlike these days, that time students had no business with the Vice Chancellor. As I have said, there was a lot of friction between the Democratic Party and UPC factions. Because of the friction, some members of UPC learnt that some of us had got accommodation in the Halls yet we were non - residents. That time it was basically DP leadership in Mitchell. I think it was the beginning of third term. On arrival, I saw a list pinned up of students who had to see the University Dean as they were staying in Halls yet officially non residents, my name was among them. I gained courage and went to Uncle Kihuguru’s office. I was ready to say: ‘sorry’ for my sin. Uncle was not bad. He cautioned me and gave me a small bill to pay. I looked for the money, paid it and went to reside outside campus.


I had a teacher friend of my Late brother who accommodated me on William Street. There were flats for Kitante teachers. At that time insecurity was at its pick in and around Kampala. Binaisa RIP was President. One time I had slept alone in the flat and we were on ground floor. Someone attempted to break in. When I heard the noise as he gambled with the door, I got some metallic structure and banged the door from inside, and the thug went.


The meals at the University were not the best, however, we pushed on. I must say, there is no serious club or anything of the sort that I was involved in at Makerere University. Given my poor background, I tried very much to concentrate on reading my books and doing coursework.


Those days, we had Tutorials. After a lecture we would have smaller groups where we interacted with teaching assistants. One teaching assistant who I remember very well was the man called Hon Daudi Migereko. He was in the Geography Department.


One lecturer who I used to admire in first year was Dr.Sulaimani Kiggundu RIP. He had a Beetle car. He is the type who had been in US for his PhD and used to say: gasoline instead of petrol. Things like externalities referring to say the creams ladies use etc. His classes were lively and he looked an intellectual. He was teaching us Economics in year one.


Another lecturer who I remember very well is Prof. Ouma Muge (RIP). He was a Kenyan. He was teaching us East African Geography. He made his subject easy to understand because he used to start his lesson with the revision of what he had previously taught us. He would be good have been good at this time when Lake Victoria has started reclaiming land. He really had mastered the subject.


Those were the days of BOOM. Government would pay students some money. I do not remember whether it was termly or otherwise. At the same time, we had money for books. Each one of us had an account with the University bookshop. We would sample books we were interested in, and balances would be reduced according to the value of the books.


During my stay at the University, I only remember one Guild President and that was Dr. Opio Oloya. I think due to the politics at the University, during two of my years there were no Guild Presidents elected.


I was admitted as a resident student for my second year and third year. During those two years, depending on my timetable, I used to travel to Kajjansi to teach at Kawotto Saviours Primary school of the Late Katabaro. This helped me meet some of my needs.


I was not seen at home during my University days. By home I mean Namutamba in then Mubende District. One main reason was that during that time it was risky traveling by road due to the NRA Liberation war. People would use the train. So, that time, I stayed around Kajjansi and would do part time teaching.


Since I had not taken B Com, I still needed a combination that would make me look a professional. I decided to do Economics and Rural Economy. We were doing Rural Economy with Agriculture students from their Faculty. One time I remember I was one of the students who refused the offer of a Lecture we had been given to take us in Farm Management. We went to the lecturer who had been taking us in Farm management and told him that the guy he had given to us was not audible. We succeeded in getting him removed. The man was also working with FAO.


We also had Mr. Mubazi and Musemakweri (who later was at Uganda Cooperative Alliance) as our teachers.


In Economics we had a paper where I would meet in class with the current Deputy Governor Bank of Uganda. The paper was: Money, Banking and Public Finance. The lecturer was a conservative Prof Obone. He was mean with marks. Students used to say that he did not want to teach someone to replace him.


In my third year, I remember Dr. Gemina Ssemogerere. She used to teach us Development Economics.


I remember there was some water crisis at Makerere University and we would fetch water from across in Katanga or something like that.


That was the bit of life at Makerere University. During my stay there was no strike at the University. And, in January 1984, President Obote RIP officiated at our graduation. That time the ceremony used to be in the Science Quadrangle. There was only one ceremony every year.

 LATE FORMER PRESIDENT MWAI KIBAKI WAS AWARDED A HONORARY DOCTORATE OF BY MAKERERE UNIVERSITY ON JANUARY, 24 2012.

On January 24, 2012, Makerere University concluded  the 62nd Graduation with the Award of a Honorary Doctorate of Laws to President Kibaki of Kenya in recognition of his distinguished and outstanding contribution to public service at the national, regional and international levels - especially in the areas of Academic Excellence, Political, Social and Economic reforms. The highly colourful ceremony was attended by President Yoweri Museveni of Uganda, President Mwai Kibaki of Kenya, Ministers, diplomats, Makerere University staff and students.


Described as one of Africa’s illustrious sons and an eminent Statesman, President Mwai Kibaki, was applauded for his exemplary leadership. Part of the citation revealed that H.E. Dr. Emilio Stanley Mwai Kibaki worked as a bus conductor for the now defunct Othaya Bus Service Company during his school days.


Raised in a humble family, President Kibaki worked hard in School and earned a scholarship to join the then Makerere College (now Makerere University) – where he pursued a Bachelor of Arts Degree in Economics, History and Political Science. He graduated in 1955 with a First Class Bachelor of Arts degree. President Kibaki also served as Vice Chairman of the Makerere Students Guild (1954-1955). In 1955, he enrolled at the London School of Economics for a Bachelor of Science in Public Finance, and graduated with distinction in 1958. He then served his alma mater-Makerere University as an Assistant Lecturer in the Department of Economics from 1958 to 1960. Joining Makerere was a turning point for the fresh Doctor as acknowledged in his acceptance speech:


“This recognition is a great honour to me, my family and Country. I shall cherish it for the rest of my life. Being here has triggered a great sense of nostalgia for the many years I studied and lectured at this great institution. Many of my leadership skills were developed and nurtured here,’’ he stressed. “I sincerely thank Makerere University for the honour bestowed upon me. I look forward to working closely with you,’’ he added.


President Kibaki called upon the young generation to put their countries’ interest before self, adding that the current challenges facing Africa can be solved through a combination of homegrown and borrowed traditions.  He applauded Makerere University for making the electric car, the KIIRA EV and called for mass production of such innovations.


President Yoweri Museveni revealed that he has secured approval for funding towards Makerere University, especially in light of the Presidential Initiative that kick started a number of Projects in  the College of Engineering, Design, Art and Technology - CEDAT; the School of Food Technology, Nutrition and Bio-Engineering; and the College of Veterinary medicine, Animal Resource and Bio Security, CoVAB.


“I applaud the young men and their professors for putting the little money we gave them to proper use. The NRM caucus has resolved to support me now. They will get for you the money you wanted,’’ he emphasized to the cheering crowd.


Before President Kibaki, Makerere University has awarded honorary doctorates of Laws to other Heads of State including H.E Benjamin Mkapa, H.E. Rashid Mfaume Kawawa, and H.E Yoweri Kaguta Museveni.


The Vice Chancellor Prof. Venansius Baryamureeba said Makerere University was taking the recognitions a step further.


“Makerere University is going a step further to recognise-in-perpetuity through erecting buildings in the name of Makerere University and in the names of eminent statesmen and stateswomen that shall serve as centres of academic excellence for the current and future generations. For those already honoured we shall wait for their consent before we begin the fundraising drive to raise funds to put up buildings in their names. These projects are very feasible in the sense that for each project a contribution of an average of US$1,000 per person from 10,000 persons would raise US$10 million. For President Kibaki, who is being honoured today, we would like to request you to accept to be the Chairperson of Makerere University Mwai Kibaki endowment fund that shall raise funds that shall be used among others to put up a building at Makerere University that shall be named after you,’’ he explained.


The two Excellencies also officially launched the Collegiate system at Makerere University. To symbolize this launch, they unveiled a beautiful relief sculpture designed by Assoc. Prof. George Kyeyune from the College of Engineering, Design, Art and Technology – CEDAT.


“This sculpture is a presentation of Makerere’s transition into a Collegiate system. Its texture is similar to a rock to signify Makerere as a strong giant. It also shows that Makerere is striving for better,’’ explained Assoc. Prof. Kyeyune.


Inscribed on this sculpture are the names of the nine constituent Makerere University Colleges listed in alphabetical order. The sculpture will be put in the main building for all to see.

Kenya's Former President Mwai Kibaki dies


Mwai Kibaki, one of the biggest names in Kenyan politics and the nation's third president, has died, Kenyan President Uhuru Kenyatta has announced. He was 90.


His political career spanned decades, including serving as vice president to Daniel arap Moi, the man he replaced as president of the East African nation in 2002.


Kibaki, an economist and passionate golf player, left behind a complicated legacy when he stepped down after his second presidential term ended in 2013. He not only oversaw a new constitution that brought hope for change, he led Kenya during a period of robust economic growth and major infrastructure developments.


But he was also at the helm during the most violent election in the country's history, when more than 1,200 people died in bloody ethnic battles after disputed 2007 polls.


Kibaki's death was confirmed in a statement issued by Kenyatta, who said the country would observe a period of national mourning from Friday until his burial.


Kenyatta paid tribute to Kibaki as "the gentleman of Kenyan politics" and recalled "his dignity, his diligence, candor, and concern for the well-being of all Kenyans."


"Kibaki was a quintessential patriot whose legacy of civic responsibility will continue to inspire generations of Kenyans long into our future," Kenyatta said.

Mzee's requiem mass will be held on Friday 29 April 2022 at Nyayo Stadium before the burial on 30 April.

Dear Lt. General Muhoozi Kainerugaba,


I thank God that you are my OB at St. Mary’s College, Kisubi. Good enough Lt. General, I have never ever been in confrontation with you, and I thank God so much about that.


I thank God that you are making 48 years on Sunday, April 24. It is great that God has given you the gift of life. In April 1974, I was a few months old at St. Mary’s College, Kisubi (SMACK) and it so happens that baby Muhoozi was born then. I was at SMACK for 6 years under Brother Anthony Kyemwa RIP. After I left SMACK, Brother (Dr) Cosmas Kafeero RIP, who at one time was my Biology teacher was appointed Headmaster. Then Brother Peter Kazekulya took over from Brother Kafeero. Kazekulya had taught us Geography when I was in S2. And, then Brother Tinkasimire who taught me Physics in S4 took over from Brother Peter, and it was during his time that you were admitted to SMACK.


At SMACK, we had aspirations, one of which was: We knew Makerere University as the continuation of St. Mary’s College, Kisubi; We had a longtime culture which we found at the school that was studying hard to excel and among other things, the school inculcated into us ‘being religious’ and we were being trained to be leaders in whatever field or career we pursued after studies.


Lt. General, as you celebrate your 48th Birthday, it is important for you to reflect on your achievement as a leader of a level where you are Commander of Uganda’s Land Forces. That is not a mean achievement, but it goes with responsibilities and obligations.


I kindly appeal to you to get a team that can help your public relations and guidance as you aspire for more in life. At 48 and above years, can we get a gentleman who lives within the norms of an image Ugandans can be proud of and in whom their aspirations can be brighter? This is possible when you look around for polished persons some of them reputed Old Boys of SMACK to take on the challenge as they advise you accordingly.


When you perform your roles as Commander of Land Forces of Uganda, you have another position as 1st son. You indeed can do a lot for some of us facing injustice.


Lt. General Sir, you are aware that I wanted to contest for President of Uganda on two occasions. Many people believed that I seriously wanted to take office of President, but I think they were not correct. I have associated with the Brothers of Christian Instruction since 1974. I came to know Brothers who joined the institution simply to find an easy way to have their studies financed. I went in to wish to contest for President of Uganda more so using support from outside Uganda because I saw it as the easiest channel to get funds to help me execute my lifelong objectives of putting a new lease of life into Namutamba Parish. Indeed I had to show the potential sponsors that I had issues and solutions to Ugandans problems, but surely on ground in Uganda I did not have what it takes to win the Presidency.


Lt. General Sir, it is 12 and 7 years respectively since I made effort to fundraise. Fortunately, given my background as a banker, I was able to realize that things did not go well. I raised the money and my bankers: Cairo International Bank and Barclays Bank denied that I raised money. However, the truth is, I raised money only that my communication was interfered with.


Sir, as my OB, I want to tell you that I was able to raise the funds partly because of the grooming I got in the school which you later joined. I was just strategic to have used the opportunity to wish to stand for President to get funds to see my life dream come true of helping the development efforts of Namutamba which has not been possible 12 years since I first made the practical attempt at getting funds.


I am using this opportunity as you get to celebrate your 48th birthday so that the good Lord Who has brought you this far touches your heart so that you help me using your connections so that I realize some of the funds I raised. I am sure you have the ability to do this for me given your position and your family connections. I will never ever be an enemy of Uganda. I cannot initiate or be party to efforts that can destabilize Uganda. All I want to do before I die is to play a role in the welfare of the community that groomed me - Namutamba.


I wish to inform you that though I have a registered company limited by guarantee, I am not able to access a coin out of my efforts to raise funds to do projects that can be beneficial to Namutamba community, my family and friends as well as Uganda at large.


Kindly, as you celebrate your 48th birthday, think about me your OB who is suffering during the time of the leadership of Uganda by your family.


I pray that the God Lord guides you in all you do so thank you promote the good image of leaders that SMACK is proud of nurturing.

IT IS HURTING

 IT IS HURTING 


Many times I get calls from people close to me when they need financial assistance for medical, tuition or other and I cannot help.


I have been incapacitated by a few people in Uganda who have grounded my potential using fraudulent methods. They have stolen all the money I have brought to Uganda using my head. I say stolen simply because they have used the cutting off of my communication and come with stories that I did not raise money.


It is hurting.


As I go through the hurting moments, I was forced most recently, may be a month or more ago, to write to the Rt. Hon. Prime Minister of Uganda the challenges I am going through.


The Prime Minister is now in addition to a number of highly placed persons in Uganda who I have appealed to over my matter. Some of those I made appeals to are gone. The people who stole, and possibly continue stealing what is due to me are here in Uganda. I am going through very inhuman experiences as one person whose innovativeness is responsible for bringing an amount of cash which nobody has ever brought as an individual to Uganda.


Given the pain inflicted on to me by those who stole my money and or continue stealing what is due to me, that is why I am 100% certain that God cannot excuse any of them. Punishment to all is a SURE DEAL.


GOD, OF ALL UGANDANS, WHY DO I HAVE TO ENDURE THIS?

TIME IS NOW FOR THE CENTRAL GOVERNMENT OF UGANDA TO RECONCILE WITH WILLIAM KITUUKA KIWANUKA

 AS UGANDANS MOURN THE PASSING OF Rt. HON. JACOB L’ OKORI OULANYAH WHO WAS THIRD IN HIERARCHY IN UGANDA AT JUST 57 I WISH TO CALL UPON UGANDA GOVERNMENT TO RECONCILE WITH ME: WILLIAM KITUUKA KIWANUKA.


As I write talk is about Oulanyah who the Almighty God did not allow to go even a fraction of his 5 year term as Speaker of the 11th Parliament of Uganda. That is what is called God’s predetermined plan for our destiny. Once God decides your fate, your status in the country, your powerful office, your assets will not help nor the guns for those managing state power.


It is really sad that Oulanyah could pass on aged just 57. Ugandans had a lot of expectation from him, but all that has not been possible.


It is sad that from the beginning of 2022, there are three people whose death touched many Ugandans. These are: Prof. Emmanuel Tumisiime Mutebile who was Governor of Bank of Uganda; Hon. Father Lokodo, former Minister of Ethics and Integrity and Rt. Hon. Jacob Oulanyah former Speaker of the 11th Parliament.


I have one thing in common with all the three. Over 12 years since my money in form of the proceeds to my fundraising (2010 and 2015), I cried to them to help me recover funds that were stolen following my fundraising. Unfortunately, they died before any of them helped me.


Many Ugandans may not know who William Kituuka Kiwanuka is. I may briefly say, he is the guy who as an individual has brought into Uganda the biggest amount of money from outside sources. The money where Kituuka has claim consists of 5 fundraising (s) two of which were to enable him stand for President of Uganda. There are some other 3 fundraising (s). And to those, there has been fundraising to Reconstruct Makerere University Main Building and also for Church House. The two of which were not to benefit Kituuka as a person.


Because our systems are rotten, it was possible for various players to connive and deny Kituuka a single coin of the proceeds to his fundraising.


The players in denying Kituuka the money he raised are those who wrongly believe that they are very powerful in Uganda in that they are the alpha and omega. One thing these people forget is that there is God Who has a key to their lives Who at any moment can wish to terminate them.


To Uganda Government, the experiment with funds due to me has failed simply because God has decided to discipline people involved in this impunity.


So, as Ugandans mourn Oulanyah’s passing, I wish to inform those in Government in Uganda that the time to ignore me came to an end. Our God is a just God. He cannot leave Kituuka to suffer endlessly when he is rightful owner of funds that were stolen from 2010 and the stealing is on going.


Hopefully, the message is clear. God Will not leave people to enjoy Kituuka’s toil without acting. Pain should be expected anytime to those people who think that they have a right to steal because they are connected.
