60 YEARS OF INDEPENDENCE: WHAT DOES UGANDA HAVE TO SHOW APART FROM MASS POVERTY.

Imagine a person sets out, he writes his proposals, and because you are connected, you are at liberty to interfere with his communication and steal the money!

How do you expect such a country’s population to get out of poverty. Money is a curse. You get it that way, you can be sure that not much can be achieved.

Today, I would be employing people to do what I am currently doing on daily basis. I am convinced no single Ugandan has brought in so much money into the country when it is not through business deals. But you can imagine what I am going through during NRM time.

I don’t who told people in NRM that if a guy schemes to get money from outside Uganda, even when his proposals are there for all to see, that such a one is an enemy of the country!

I for one, I love Uganda. I feel very sorry for the poor people whose current poverty is NRM making. Every other day, there is a call for foreign investors into Uganda. Some of us identify people to support our projects, only for the connected to steal the money!

DID NRM COME TO POWER TO TAKE UGANDA BACK TO THE STONE AGE DAYS?

On Monday, September 19 I had opportunity to talk to some gentleman who has infrastructure developments that are helping in the development of the education private sector in Uganda. He told me how his bank had been reluctant to credit the equivalent in Uganda shillings of USD 20,000 he got from a relative. Had this relative not put in effort, may be up to now he would not have got the money.

Since 2010, I have made various fundraising appeals and I have never got a coin from these appeals. The money is simply stolen within the bank connections.

The question raised is: Did President Museveni come to office to develop Uganda or to have a mafia set up to reap where the beneficiaries did not sow? Surely, I cannot believe that people’s money is stolen and he has not got reports to the effect on his table.

I have put in a lot of effort to see big money come to Uganda since 2010, and I have 5 different fundraising where I have not been able to access a shilling!

This is not a joking matter. We write serious proposals and some people get the money with the facilitation of banks when they have not toiled. The banks are facilitating these fraud undertakings.

It is the right time the Parliament of Uganda got interested in this matter. Uganda is all the time calling for Foreign investors, meanwhile, resources the Ugandans toil to get into the country are stolen.

Given that background, I would like to know: Is President Museveni interested in seeing Ugandans better off, or his administration is taking Uganda back to the Stone Age times?

A TESTIMONY: WILLIAM KITUUKA KIWANUKA’S CHALLENGES RAISING FUNDS FROM OUTSIDE UGANDA.

I wish to greet you in the name of the Almighty God. My name is William Kituuka Kiwanuka. I am a citizen of Uganda by birth and resident in Uganda.

I wish to send my condolences to all those who have lost dear ones to COVID - 19 and other causes, may God comfort you. At the same time I am sympathetic to all those who have lost jobs, businesses hence income following COVID - 19. May God take care of you as you find alternatives. I pray that the escalating prices partly due to increasing fuel prices eventually go down so that you can afford goods and services that can better enhance decent livelihood.

I wish to share with you my challenges as one who has since 2010 fundraised from outside Uganda for various purposes / projects, unfortunately, my bankers: the then Cairo International Bank Uganda and Barclays Bank Uganda now ABSA have never released a dollar due to me! In 2010, an idea came to my mind that I contest for the Presidency of Uganda in 2011. I did not have ready money, however, I was aware that some people from some countries made serious fundraising and were able to get resources to help them with campaign logistics. That is the strategy I took.

I wish to thank all the donors who sacrificed to fund my Presidential intentions in 2010 and 2015. It is sad that though you made that sacrifice, I was not able to stand for President in 2011 and 2016 because all the funds I raised were stolen.

In 2010 I made an appeal through email to more than 500 individuals / organizations / establishments, but my communication was cut off with the donors.

It came to Nomination time for Presidential candidates in 2010 and all that Cairo Bank Management told me was, “I had not received funds to my Ultra Simplex Enterprises Account 000686 with them”. This unfortunately was not possible. I knew there was a dirty game.

I wrote to the Governor Bank of Uganda and copied the email to not less than 30 senior staff at Bank of Uganda, including the Resident Representative of IMF. I requested the Bank intervention to sort the matter so that I proceed to nominations. It is only the IMF Representative to Uganda who responded, unfortunately when I opened the email it was empty, showing that it had been deleted. So, I was not able to stand for President in 2011 because the funds I raised were not released to me.

Given that earlier in my career life, I had been a Commercial banker, I decided to take time to find out exactly what happened.

One day, I came across a story of a Pension Scam that was perfected in Cairo International Bank in 2010/11. I can authoritatively state that the money I raised to stand for President in 2011 was shared by some people under the guise of paying pensioners!

In 2015, I decided to try my luck once again to prepare to contest the Presidency in 2016. I went to Barclays Bank Uganda and opened an account in the name Kiwanuka Kituuka.

I then proceeded to send out emails appealing for financial support. I had worked on two blogs whose addresses I included in the appeal together with the details of my Bank Account.

The story unfortunately was not different from my experience with Cairo International Bank. The management of Barclays Bank informed me that they had not received funds for the credit of my account.

So, on two different occasions, I was not able to to contest for the Presidency simply because the funds I raised were stolen with good knowledge of my bankers!

What surprised me is that shortly after declaring “No funds for me”, Barclays Bank changed name to ABSA Uganda.

In 2020, when a new Deputy Governor was appointed at Bank of Uganda, I resumed communication to the Bank regarding the funds I raised. Shortly after my communication to the Deputy Governor about may loss and what roles Cairo International Bank as well as Barclays played, I learnt that Cairo International Bank had changed name to Cairo Bank Uganda. So, the two banks I used to help Collect funds on my behalf have new names: Barclays is ABSA Uganda while Cairo International Bank is Cairo Bank Uganda.

What is surprising is that other fundraising (s) I have made since 2016 have not been different. In 2017 I fundraised for my former Primary School - Namutamba Demonstration. I was told that the account in Centenary Bank had not realized any credit.

I have made other fundraising (s) including one on - going for Namutamba Parish Local Economic Development Model.

The system that denies me access to the funds I raise has kept the residents of Namutamba Parish impoverished. To date, it is 12 years since I first fundraised. With the money that I have not been able to access, Namutamba would have greatly changed for the better.

In the 1970’s when I used to travel from school to Namutamba I would readily get a taxi at Mityana Taxi Park between 10.00am and 7.00pm. The situation now is such that one gets to the taxi park when there is no taxi to Namutamba and he resorts to hiring a commercial motor cyclist for a distance of 13miles at a cost (one way) of $3 or more!

In our Primary Leaving Examinations (PLE), in 1973, we had 7 1st grades, these days getting just one 1st grade may be a real challenge for the school.

I really don’t understand what is going on in Uganda. I mobilize funds from outside Uganda for development initiatives and the money just disappears. In Uganda, a number of people get funds from donors for local projects they are undertaking and employ a number of people. Kituuka is victimized given his potential at fundraising! I don’t know what will happen if some of my donors came to Uganda and demanded for their money given that the rightful beneficiary never got the money. Any manager involved in the fraudulent activities through which we lose money should be ready in case recovery has to be made.

If some people keep sharing such donor funds, there is cause for worry, the young generation is the one being punished. Potential donors will completely lose trust in dealing with Ugandans given the corruption and outright theft of funds involving the banking sector. Uganda is a Highly Indebted poor country with many impoverished people. Those who would help our people out are the one’s whose funds are stolen.

Some people imagine that Uganda can be a top investment destination in Africa. How can that be when potential donors are frustrated? If the banking industry in Uganda is not cleaned to ensure transparency in the handling of In flows from outside Uganda, it is simply a sad story. Serious investors may not trust the system and will take their money elsewhere.

In my efforts to recover funds I raised in 2010 and 2015, I have communicated to all who matter in Uganda given their offices. I don’t have a serious response from any office in Uganda showing interest in my matter and having a solution.

It is 12 years since I started fundraising from outside Uganda, I have since not been able to access even a dollar from that effort. It is not clear who the beneficiaries to the monies I raise are.

These forces have turned my life into real misery equivalent to ‘hell’ on earth. What surprises is that Uganda is a country where majority believe in God, unfortunately, I don’t know what happens when funds are involved.

It does not make sense to deny me funds I raise lawfully and then the same is donated to Religious institutions, Schools, name them. My money has all along been accessed illegally and fraudulently by those who interfere with my communication, so money donated where I was beneficiary cannot be good money.

When I realized that I was not getting positive results from various appeals to recover the funds I raised, it so happened that Makerere University launched a fundraising drive to raise money to reconstruct the Main Building that was gutted by fire in 2020. I got determined to help Makerere University in raising funds for reconstruction given my experience. I did this for two reasons: 1st to help the University given that I am an Alumnus; 2ndly, to show those in Government / Bank of Uganda that I must have raised money but it was just stolen.

On Saturday April 3, 2021 I got down to work on the blog for fundraising, and that same day, I believe I was able to send out about 200 emails. I am sure my efforts must have generated good money for the Reconstruction efforts of Makerere Main Building.

When I had sent out about 400 emails or more for Makerere effort, I learnt that Church House was due for auction if Church of Uganda did not pay about shs 48bn to Equity Bank.

On May, 3 2021 I embarked on making a blog to help the fundraising efforts to save Church House. I belong to Church of Uganda and I was confident that I would help in raising funds for Church House. I hope Church House will not be auctioned.

Why has Uganda failed to get to the Middle Income status?

I think some people in NRM are not patriotic. We know that there is a Government sector and the private sector. The population of Uganda is growing so fast. In 1984, Uganda had just over 12 million, in 2020 it was over 42 million. The private sector is supposed to play the leading role in employment of Ugandans. What I am seeing is that this sector is being killed by Government, yet the Government of Uganda has no capacity to manage all the components of the economy given that it employs less than 1 million people. The way to go is for those players in Government (policy makers) to love their country and wish it well. Uganda cannot keep exporting cheap labor because Government is able to earn some billions from it. This labor can be deployed locally if the private sector is not killed. It is known that majority of Ugandans are badly off. Some Ugandans are committed to help our fellow Ugandans, but when we raise funds from outside sources, the money is simply stolen, you may equate some of us to local investors, unfortunately, those who want free money do not give us chance to bail out fellow Ugandans.

I felt that I needed to tell you what I am going through. May be Government may change its approach. I can never be an enemy of Uganda. I cannot be party to efforts to destabilize the country. I have seen enough of the bad in Uganda history. I almost died in the 1979 war at Kajjansi. I was in Jinja when Obote II and Lutwa Governments were overthrown. Ugandans need peace and well advised policies to better their lives. 

For the residents in Namutamba Parish, I am sorry for what they are going through. I mobilized resources specifically to help bail them, unfortunately, 12 years down the road, no funds have been released to me.

I am an asset for Uganda, but some people have turned me to trash.

ON THE EVE OF THE STATE FUNERAL OF HER MAJESTY QUEEN ELIZABETH II …

In Uganda, we were under her for 10 years when we were a British Protectorate, and for 60 years, we have been associated with her as members of the Common wealth where she has been the head.

Queen Elizabeth II can be described as one of the finest examples of dedication to the people of the Commonwealth and the world Queen Elizabeth II, the longest-reigning monarch in British history, died at the age of 96. She passed away peacefully in her beloved Balmoral surrounded by family. The future King was by her side. Her extraordinary life is best described in her own words from 1977 on her silver jubilee  “When I was 21, I pledged my life to the service of our people, and asked for God’s help to make that vow. Although that vow was made in my salad days, when I was green in judgment, I do not regret nor retract one word of it.”

It is known that the Queen’s last official functions were to meet Boris Johnson at the Queen’s Balmol Palace as he stepped down as United Kingdom Prime Minister on Tuesday, September 6, and thereafter met Liz Truss who became UK’s Prime Minister thereafter.

Briefly about the program for Monday, September 19:

On the morning of Monday 19th September, the Late Queen’s Lying-in-State will end and the Coffin will be taken in Procession from the Palace of Westminster to Westminster Abbey, where the State Funeral Service will take place.

Following the State Funeral, the Coffin will travel in Procession from Westminster Abbey to Wellington Arch. From Wellington Arch, the Coffin will travel to Windsor and once there, the State Hearse will travel in Procession to St. George’s Chapel, Windsor Castle via the Long Walk. A Committal Service will then take place in St George's Chapel.

In Uganda, in appreciation of the role the Queen has played through her 70 years in that place, we cannot fail to remember the support Uganda as got from United Kingdom over the years. The support has featured in boosting Good Governance and Human Rights hence funding efforts in that direction; support to infrastructure development; support to education including scholarships to UK Universities which has been one way of enhancing skilled manpower development; support to the health services; support to community development efforts, just to mention sum. Against that background, we hope all the monuments erected in observation of Her Majesty Queen Elizabeth will remain in place and also get rehabilited and care. In this regard, hopefully, Ugandans will see the Queen’s Clock Tower in place with a functional clock.

UK gives £1.3 Million to Fight COVID-19 and WHO support mental health services

The government of the United Kingdom recently released a grant of GBP 1.322 million (UGX 6.11 billion) to support various aspects of Uganda’s fight against COVID-19. Activities funded by the UK grant are being implemented by WHO and the International Organization for Migration (IOM).

WHO and IOM are using their respective expertise to help strengthen and maintain the capacity of the health sector to prevent, prepare for, detect and respond to the COVID-19 outbreak.

As the lead implementing agency, WHO will pursue two key objectives: (i) To strengthen coordination of COVID-19 preparedness and response activities at national and sub-national level, and (ii) to strengthen surveillance, detection, laboratory confirmation of cases and reporting system for prompt containment of cases.

Project activities will include: Recruitment of staff at national, regional and district level to facilitate coordination; support functionality of the national and district taskforces in high risk and affected areas; orientation of district officials on the Incident management system; orientation of surveillance teams; supporting follow-up of contacts of the confirmed cases; sample collection, transportation and analysis at designated laboratories; and procurement of laboratory supplies and testing kits.

In parallel, WHO also works with health authorities to strengthen mental health and psychosocial support as part of COVID-19 response. In Uganda, like most African countries, mental healthcare was already weak before the epidemic, and mental health services suffered. Experts from the WHO Regional office for Africa observe that little if any budget is allocated in many African countries to implement plans for mental health and psychosocial support as part of their COVID-19 response plans. 

Uganda is increasing personnel and funding, with psychosocial workers trained across the country to ensure mental health and psychosocial support services are operational. In addition, teleconsultations and a helpline allow monitoring of discharged COVID-19 patients.

UK doubles export funding to Uganda.

The British government has announced a major increase in the export credit for Uganda, from £300 million (Shs1.35 trillion) to £600 million (Shs2.7 trillion). 

The British Prime Minister’s Trade Envoy to Uganda, Lord Dolar Popat, who is currently visiting Uganda, revealed this on Thursday at a breakfast meeting held for United Kingdom (UK) business community in Uganda. 

The new export finance support is made available through UK Export Finance (UKEF), the UK Government’s export credit agency which provides competitive finance for UK exports. 

Mr Popat said: “This will provide Uganda with greater access to competitive British government trade finance, and enable more UK investors to bring their expertise, goods and services to Ugandan projects.”

He said the facility will also support Uganda to achieve its major infrastructure objectives by providing access to highly competitive long-term finance with the UK government and world-class British infrastructure expertise.

UK Government invests US$ 4 million to support Uganda address the population challenge and improve family planning uptake.

KAMPALA – Wednesday, March 7, 2018: The UK Government has signed a five-year agreement (2018-2022) with the United Nations Population Fund (UNFPA), providing Pound Sterling 3 million, equivalent to US Dollars 4 million, to support Government of Uganda’s efforts to address the population challenge and improve family planning uptake.

The key focus areas of the programme align with Government of Uganda’s priorities to: develop, adopt and monitor performance of an innovative financing mechanism for family planning; support a multi sectoral approach to adolescent sexual and reproductive health and rights in order to increase access to age appropriate sexuality information and services; strengthen the health system for effective, efficient, equitable and sustainable family planning service delivery; strengthen partner coordination to provide sexual and reproductive health services to high burden and hard to reach populations including humanitarian settings; and to generate evidence to influence policy and decision making so as to accelerate harnessing of the demographic dividend.

“This is a very strategic intervention that is supported by the UK Government,” said Mr. Alain Sibenaler, UNFPA Representative. “Family Planning gives women and couples choice that, in turn, opens up larger possibilities and adds quality to their lives. Women and girls became more empowered to contribute economically, hence a spur to socio-economic transformation. We are honoured to count on the strong leadership and ownership by the Government of Uganda in this regard.”

Uganda’s Vision 2040 recognizes that if unchecked, the country’s high fertility and resultant high population growth rate can become a challenge in the realization of upper middle income status by 2040. According to the Uganda Demographic and Health Survey (UDHS, 2016), 28% of women who would like to use a modern form of contraception do not have access. Besides, girls start giving birth early – one in four girls age 15-19 have either given birth or are pregnant with their first child.

Support from UKaid will address key drivers to Uganda’s population challenges including low level of education, especially among girls, harmful practices such as child marriage, gender based violence and teenage pregnancy, among other issues.

“Working with the Government of Uganda to develop its human capital and unleash the potential its young population is a top priority for the UK Government. There’s a lot of good research out there on the inter-relationship and large scale economic and social returns of tackling child marriage, ensuring that girls stay on and complete a full cycle of secondary education and delaying childbirth. UKaid looks forward to working with all its partners to tackle some of these key drivers of Uganda’s population challenge.” Jennie Barugh, Head of Office, at the UK’s Department for International Development in Uganda.

At the Family Planning Summit in London in July 2017, Uganda recommitted to advance family planning through effective implementation of policies that will enhance delivery of services through innovative financing; expanding the range of contraceptives; empowering young people to thrive; and implementing interventions to reach the hardest to reach. 

“Support from the UK Government is in line with President Museveni’s promise to rally Development Partners to contribute and match Uganda’s effort to invest in family planning. We welcome the initiative especially at this time when Uganda is focusing on how the country will  harness its Demographic Dividend through strategic investments in  education, health and skilling of young people,” said Dr. Jotham Musinguzi, Director General, National Population Council.

The programme will be implemented at national level with regard to policy and system issues with specific interventions in hard-to-reach and refugee-hosting districts including Abim, Amudat, Moroto, Nakapiripirit, Kaabong, Napak, Kotido, Moyo, Adjumani, Yumbe, Arua, Koboko, Lamwo, Kiryandongo, Kyegegwa, Kamwenge, Hoima, Bundibugyo and Isingiro.

“We are grateful to the UK Government for this generosity and commit to use the funds strengthen systems for family planning (FP) service delivery and management including in hard-to-reach areas,” said Hon. Sarah Opendi, Minister of State for Health, General Duties.

WHEN IN GRIEF, EMOTIONS ARE NORMAL.

While bidding farewell to his murdered brother, Hon. Capt. Mike Mukula proposed that the disbanded Wembley should be given a new lease of life.

We are sympathetic with the way George Ekochu’s life was ended by the hitmen. And, indeed our condolenses to the family for the loss.

It is in most cases wrong to come up with proposals of the nature Mukula made when under grief. The truth is, much as Mukula and some people were satisfied with the roles played by Wembley, a number of people are also convinced that some of the operators in Wembley were not clean at all as is shown in the article below whose content is attributed to Tamale Mirundi. Secondly, we the people need at all the time to ensure our safety for there can never be enough security personnel to ensure such. It is also true that some of these criminal acts are undertaken when the person attacked is an easier or soft target but when the pain is meant to be afflicted to another person who may be a difficult target.

It is therefore better to wait until someone has overcome grief to be able to contribute to solutions given the insecurity. We are aware that majority in the security organs are not well paid. Such people may not be expected to perform excellently. Many are aware of the experience with security personnel during COVID lockdown.

President Museveni’s adviser on media Joseph Tamale Mirundi has warned former Operation Wembley Commander Maj. Gen. Elly Kayanja that he will soon find himself in court facing charges related to extrajudicial killings.

Appearing on Pearl FM radio, Mirundi revealed that Kayanja is a potential suspect in the extrajudicial killings carried out under his watch during his fight against armed robbers and other criminals in the early 2000s.

The Kalagala born disclosed that when wembley was established, he tried to advise Kayanja not to allow his men to kill innocent Ugandans but he turned a deaf ear thinking that he was against him.

“What I can assure you is that Kayanja is not safe, he killed a number of people who he suspected were criminals and up to now he has never accounted for those deaths. Time will come when a relative of one of the people who was killed by wembley operatives will petition court and Kayanja will be answerable,” Mirundi revealed.

He said that wembley was established without any legal instrument from parliament giving powers to Kayanja and regulating him on the way he was supposed to handle the operations.

Mirundi noted that without a legal instrument, whatever was done by Kayanja was illegal and very soon he will be answerable.

He explained that because Kayanja was naïve, he failed to even listen to Lt. General Henry Tumukunde who advised him to implement the directive legally.

Mirundi disclose that when Kayanja was assigned to command operation wembley, he ran to Tumukunde who was by then the director of Internal Security Organization (ISO) to get him some guns for his men.

He said that Tumukunde told Kayanja that he cannot give him guns allocated to ISO, he advised him to go back to the appointing authority and ask him for guns.

Mirundi said that Tumukunde being a trained lawyer, he feared that time will come when Kayanja will be paraded in the dock on the charges of extrajudicial killings and his name will be dragged in the mud using the guns as an excuse.

Mirundi praised Tumukunde for being a clever and intelligent man when dealing with security and political matters.

He gave an example that recently when Tumukunde learnt that Museveni was planning to arrest him, he declared his attentions to stand for presidency.

He explained that Tumukunde knew that if Museveni went ahead and arrested him, the public will view it as political witch hunt and Tumukunde will score in the process.

He predicted that apart from National Unity Party (NUP) candidate Robert Kyagulanyi, Tumukunde is the other candidate who will give Museveni a run for his money in the coming general elections.

MUTATION AND TRANSFER FORMS IN LAND TRANSFER

YOU NEED A MUTATION FORM AND A TRANSFER FORM IF YOU BUY JUST PART OF SOMEONE’S LAND.





A MUTATION FORM

A Mutation form is basically a document used to register land subdivisions or amalgamations and is always issued in triplicate by a Licensed Surveyor. Through the mutation process the new owner acquires the title of the property registered in their name.

HOW TO REGISTER AND TRANSFER A LAND TITLE IN UGANDA.

After you have purchased your piece of land – now it’s time to transfer your land title into your names. The process seems complicated on the outside but when you look closer, it is simplified into a few steps explained below using land in Kampala as a case study – let’s dive in.

REQUEST A SEARCH AND CONSENT FORM

The first step in registering land is always requesting this form. The ministry of Land gives you a request form where you fill out the details about the land to be searched.

The registry also provides a Bank Advice Form, which is used to pay cash in the bank for this search. This form serves two purposes as it is the same form used during the payment of taxes. Even in cases of freehold ownership, one does not have to request consent to transfer. This form will be used to determine the amount of tax payments owed and to make payments.

PAY SEARCH FEE

After obtaining the Bank Advice Form, you can go ahead and make a payment in the designated bank upon which a receipt is granted. This receipt has to be presented at the registry before the search is conducted.

CONDUCT THE SEARCH AND DRAFT THE AGREEMENT

After payment, the search is conducted at the registry. The receipt of payment for the search has to be presented before the search can be conducted. It is also at this point that one picks up the consent to transfer application.

After this, an agreement is drafted. This is usually drafted by a lawyer and although it is not mandatory, this is common practice.

VALUATION OF PROPERTY

This is usually done by the Chief Government Valuer’s office. This is to mainly determine the value of the property for transfer purposes, assessment purposes, and also for payment of stamp duty.

OBTAIN CLEARANCE FORM AND ASSESSMENT OF STAMP DUTY

After the valuer has approved the cost of the property, the file is taken to URA where an assessment form for stamp duty is provided. However, anyone purchasing land valued at more than Shs 50m must provide an income tax clearance indicating their source of income for tax purposes.

PAYMENT OF STAMP DUTY

Stamp duty is then paid in the designated commercial bank. Here, it is required that payment is only made at the designated commercial bank. The bank then notifies URA that the payment has been made. There is a reconciliation process between the bank and the revenue authority which takes three working days.

CONSENT TO TRANSFER BY THE LAND BOARD IN KAMPALA

The transfer forms are then taken to the land board in Kampala for consent. Here, the receipts of payment of consent forms must be presented. However, if companies are involved in the transaction, they must file with the companies registry for a special authorization which costs a fee of 20,000 shillings.

ASSESSMENT OF REGISTRATION FEES

The sales agreement is then presented to Kampala Capital City Authority to approve the registration fee. An assessment form is then provided with a registration fee to be paid at the designated bank. The documents include a signed sales agreement, a receipt of payment of the stamp duty, and the company’s resolutions to buy and sell.

TRANSFER DOCUMENTS ARE THEN KEPT AT THE REGISTRY OF LANDS

The transfer documents are later stored at the Registry of lands and then transmitted to the Registrar who passes the instrument of transfer. It is then later sent to the commissioner in charge of land registration for verification.

The registrar cancels out the old owner and replaces him with the new owner in handwriting. The buyer and seller are required to provide passport photos for this process.

To round it up, land transfer documents include receipts of payment for registration fees and stamp duties, plus passport photos of both the seller and buyer of the property.

HOW TO TRANSFER MAILO LAND

The Applicant must have in his / her possession fully completed set of Transfer forms which include a Transfer form and two Consent forms, A photocopy of the duplicate certificate of title and two authentic Passport photographs of the buyer and seller.

Step 2

The Applicant presents the documents to the Valuation Division for valuation assessment for Stamp duty. The Applicant checks with the Valuation Division within a period of 3 working days to pick the form and proceed to pay stamp duty and registration fees in the Bank. Stamp duty is 1% of the value of the land. Assessment for payment of Registration fees is done by the respective District Cashiers.

Step 3

Pay the fess in the Bank, get a receipt and your Transfer form embossed. Submit all documentation together with the Duplicate Certificate of Title, receipts and photocopies of all documents to the Mailo Registry.

Step 4

The photocopy is stamped ‘Received’. The applicant is asked to check after 10The photocopy is stamped ‘Received’. The applicant is asked to check after 10 working days.

Step 5

The Applicant presents identification documents and the Photocopies to collect the Duplicate Certificate of Title. The applicant signs for the Title and the Photocopy is stamped ‘Returned’ on completion.

Documents required: Duplicate Certificate of Title, set of Passport photographs, embossed Transfer form and consent form and General receipts of Payment.

Fees paid: Stamp duty - 1% of the value of the land; and Registration fees 10,000.

UGANDA BUILDING A ROBUST ANTI MONEY LAUNDERING SYSTEMS?

“All work and no play makes Jack a dull boy. After an intense two days supporting the hard work of our technical team who have succeeded in persuading international reviewers that Uganda is building robust anti money laundering systems, I had to visit Victoria Falls. Breathtaking!”.

My reaction:

Convincing? Where is our money which instead of being credited to our accounts is either shared locally or sent to people’s accounts outside? I have had enough of this robbery. I have received billions equivalent in shs only for some people to share. I have seen the two banks involved with fraud where my fundraising is concerned easily change trading names! Uganda is disgusting.

My money which has been stolen could by now have done the following:

DO YOU KNOW WHERE NAMUTAMBA PARISH WOULD BE NOW?

If only some people had not shared the monies I received in my fundraising appeals for President in 2010 and 2015, Namutamba Parish where I grew up would be a Centre of Excellence. 

1. Namutamba Demonstration School would already be back to one of the leading schools in Uganda.

2. Namutamba would be popular for growing Organic food.

3. Namutamba would be getting local and foreign tourists in hundreds every week.

4. Namutamba cattle farmers would slowly be changing from having large herds to small zero grazing cattle with high returns.

5. Namutamba would be having tarmac roads linking many places.

6. Namutamba motorists would be having a reliable fuel station in the area.

7. Residents of Namutamba and its hinterland would no longer have to go to Mityana for their shopping, they would get 95% of their needs in Namutamba.

8. There would be extension agents virtually in all villages of Namutamba and organized marketing channels of the agricultural produce.

9. Namutamba Parish would boost of a Healthy Centre IV and expanding with services including: Ambulances; Surgery; Maternity; Eye-care; Dental and Primary Healthcare Services to mention some.

10. There would be at least one Demonstration Farm in each of the village of Namutamba Parish.

11. We would have a sports playground with prospects of being very competitive in Uganda.

12. We would try as much as possible to get people to work and change their wasted time in unproductive politics of parties to income generation.

13. We would by now be supporting Religious Organizations in their roles to promote morality which is the greatest problem of Uganda.

14. We would be sponsoring youth to train in vocational skills where such training is available and these would come back to Namutamba to boost the local economic development.

You cannot believe, this plan has not taken off. It is now 12 years simply because of the moral decay, impunity and love for free things by those who are connected.

Some of us have practical ideas and means to execute them, but we have people who think that they know a lot. Others use all sorts of unviable reasons to take what is due to the likes of myself.

We are poor because we have some people with primitive thinking. Those who undertake primitive accumulation of wealth. 

If only God can intervene and I recover funds that were stolen by the so - called connected people, I can assure you, Namutamba Parish will turn into the Mecca of Uganda.

I wish to greet you in the name of the Almighty God. My name is William Kituuka Kiwanuka. I am a citizen of Uganda by birth and resident in Uganda.

I wish to send my condolences to all those who have lost dear ones to COVID - 19 and other causes, may God comfort you. At the same time I am sympathetic to all those who have lost jobs, businesses hence income following COVID - 19. May God take care of you as you find alternatives. I pray that the escalating prices partly due to increasing fuel prices eventually go down so that you can afford goods and services that can better enhance decent livelihood.

I wish to share with you my challenges as one who has since 2010 fundraised from outside Uganda for various purposes / projects, unfortunately, my bankers: the then Cairo International Bank Uganda and Barclays Bank Uganda now ABSA have never released a dollar due to me! In 2010, an idea came to my mind that I contest for the Presidency of Uganda in 2011. I did not have ready money, however, I was aware that some people from some countries made serious fundraising and were able to get resources to help them with campaign logistics. That is the strategy I took.

I wish to thank all the donors who sacrificed to fund my Presidential intentions in 2010 and 2015. It is sad that though you made that sacrifice, I was not able to stand for President in 2011 and 2016 because all the funds I raised were stolen.

In 2010 I made an appeal through email to more than 500 individuals / organizations / establishments, but my communication was cut off with the donors.

It came to Nomination time for Presidential candidates in 2010 and all that Cairo Bank Management told me was, “I had not received funds to my Ultra Simplex Enterprises Account 000686 with them”. This unfortunately was not possible. I knew there was a dirty game.

I wrote to the Governor Bank of Uganda and copied the email to not less than 30 senior staff at Bank of Uganda, including the Resident Representative of IMF. I requested the Bank intervention to sort the matter so that I proceed to nominations. It is only the IMF Representative to Uganda who responded, unfortunately when I opened the email it was empty, showing that it had been deleted. So, I was not able to stand for President in 2011 because the funds I raised were not released to me.

Given that earlier in my career life, I had been a Commercial banker, I decided to take time to find out exactly what happened.

One day, I came across a story of a Pension Scam that was perfected in Cairo International Bank in 2010/11. I can authoritatively state that the money I raised to stand for President in 2011 was shared by some people under the guise of paying pensioners!

In 2015, I decided to try my luck once again to prepare to contest the Presidency in 2016. I went to Barclays Bank Uganda and opened an account in the name Kiwanuka Kituuka.

I then proceeded to send out emails appealing for financial support. I had worked on two blogs whose addresses I included in the appeal together with the details of my Bank Account.

The story unfortunately was not different from my experience with Cairo International Bank. The management of Barclays Bank informed me that they had not received funds for the credit of my account.

So, on two different occasions, I was not able to to contest for the Presidency simply because the funds I raised were stolen with good knowledge of my bankers!

What surprised me is that shortly after declaring “No funds for me”, Barclays Bank changed name to ABSA Uganda.

In 2020, when a new Deputy Governor was appointed at Bank of Uganda, I resumed communication to the Bank regarding the funds I raised. Shortly after my communication to the Deputy Governor about may loss and what roles Cairo International Bank as well as Barclays played, I learnt that Cairo International Bank had changed name to Cairo Bank Uganda. So, the two banks I used to help Collect funds on my behalf have new names: Barclays is ABSA Uganda while Cairo International Bank is Cairo Bank Uganda.

What is surprising is that other fundraising (s) I have made since 2016 have not been different. In 2017 I fundraised for my former Primary School - Namutamba Demonstration. I was told that the account in Centenary Bank had not realized any credit.

I have made other fundraising (s) including one on - going for Namutamba Parish Local Economic Development Model.

The system that denies me access to the funds I raise has kept the residents of Namutamba Parish impoverished. To date, it is 12 years since I first fundraised. With the money that I have not been able to access, Namutamba would have greatly changed for the better.

In the 1970’s when I used to travel from school to Namutamba I would readily get a taxi at Mityana Taxi Park between 10.00am and 7.00pm. The situation now is such that one gets to the taxi park when there is no taxi to Namutamba and he resorts to hiring a commercial motor cyclist for a distance of 13miles at a cost (one way) of $3 or more!

In our Primary Leaving Examinations (PLE), in 1973, we had 7 1st grades, these days getting just one 1st grade may be a real challenge for the school.

I really don’t understand what is going on in Uganda. I mobilize funds from outside Uganda for development initiatives and the money just disappears. In Uganda, a number of people get funds from donors for local projects they are undertaking and employ a number of people. Kituuka is victimized given his potential at fundraising! I don’t know what will happen if some of my donors came to Uganda and demanded for their money given that the rightful beneficiary never got the money. Any manager involved in the fraudulent activities through which we lose money should be ready in case recovery has to be made.

If some people keep sharing such donor funds, there is cause for worry, the young generation is the one being punished. Potential donors will completely lose trust in dealing with Ugandans given the corruption and outright theft of funds involving the banking sector. Uganda is a Highly Indebted poor country with many impoverished people. Those who would help our people out are the one’s whose funds are stolen.

Some people imagine that Uganda can be a top investment destination in Africa. How can that be when potential donors are frustrated? If the banking industry in Uganda is not cleaned to ensure transparency in the handling of In flows from outside Uganda, it is simply a sad story. Serious investors may not trust the system and will take their money elsewhere.

In my efforts to recover funds I raised in 2010 and 2015, I have communicated to all who matter in Uganda given their offices. I don’t have a serious response from any office in Uganda showing interest in my matter and having a solution.

It is 12 years since I started fundraising from outside Uganda, I have since not been able to access even a dollar from that effort. It is not clear who the beneficiaries to the monies I raise are.

These forces have turned my life into real misery equivalent to ‘hell’ on earth. What surprises is that Uganda is a country where majority believe in God, unfortunately, I don’t know what happens when funds are involved.

It does not make sense to deny me funds I raise lawfully and then the same is donated to Religious institutions, Schools, name them. My money has all along been accessed illegally and fraudulently by those who interfere with my communication, so money donated where I was beneficiary cannot be good money.

When I realized that I was not getting positive results from various appeals to recover the funds I raised, it so happened that Makerere University launched a fundraising drive to raise money to reconstruct the Main Building that was gutted by fire in 2020. I got determined to help Makerere University in raising funds for reconstruction given my experience. I did this for two reasons: 1st to help the University given that I am an Alumnus; 2ndly, to show those in Government / Bank of Uganda that I must have raised money but it was just stolen.

On Saturday April 3, 2021 I got down to work on the blog for fundraising, and that same day, I believe I was able to send out about 200 emails. I am sure my efforts must have generated good money for the Reconstruction efforts of Makerere Main Building.

When I had sent out about 400 emails or more for Makerere effort, I learnt that Church House was due for auction if Church of Uganda did not pay about shs 48bn to Equity Bank.

On May, 3 2021 I embarked on making a blog to help the fundraising efforts to save Church House. I belong to Church of Uganda and I was confident that I would help in raising funds for Church House. I hope Church House will not be auctioned.

Why has Uganda failed to get to the Middle Income status?

I think some people in NRM are not patriotic. We know that there is a Government sector and the private sector. The population of Uganda is growing so fast. In 1984, Uganda had just over 12 million, in 2020 it was over 42 million. The private sector is supposed to play the leading role in employment of Ugandans. What I am seeing is that this sector is being killed by Government, yet the Government of Uganda has no capacity to manage all the components of the economy given that it employs less than 1 million people. The way to go is for those players in Government (policy makers) to love their country and wish it well. Uganda cannot keep exporting cheap labor because Government is able to earn some billions from it. This labor can be deployed locally if the private sector is not killed. It is known that majority of Ugandans are badly off. Some Ugandans are committed to help our fellow Ugandans, but when we raise funds from outside sources, the money is simply stolen, you may equate some of us to local investors, unfortunately, those who want free money do not give us chance to bail out fellow Ugandans.

I felt that I needed to tell you what I am going through. May be Government may change its approach. I can never be an enemy of Uganda. I cannot be party to efforts to destabilize the country. I have seen enough of the bad in Uganda history. I almost died in the 1979 war at Kajjansi. I was in Jinja when Obote II and Lutwa Governments were overthrown. Ugandans need peace and well advised policies to better their lives. 

For the residents in Namutamba Parish, I am sorry for what they are going through. I mobilized resources specifically to help bail them, unfortunately, 12 years down the road, no funds have been released to me.

I am an asset for Uganda, but some people have turned me to trash.

MAO: PRESIDENT SHOULD BE ELECTED BY PARLIAMENT

FACT OR FICTION?

Justice & Constitutional Affairs Minister Norbert Mao says his DP wants a weakened Presidency which is Ceremonial so that the next President of Uganda is elected by Parliament and not through universal adult suffrage. Mao, who is already constituting the membership of the Constitutional Review Commission (CRC) which will revise what remains of the 1995 Constitution, envisages a post-2026 Parliament that will be comprised of individual legislators chosen by political parties.

All these views were shared during the last Thursday closed door meeting Mao had with the executive members of the NRM-leaning pressure group called Transformer Cadres Association of Uganda (TCAU). Led by their President Felix Adupa Ongwech, the Transformer Cadres were the first to propose a President elected through Parliament as opposed to universal adult suffrage, an arrangement Mao now says is similar to what his DP would like to say. At the Thursday, Adupa was with other executive members namely Faridah Nakalawa (VP), Malik Kiberu (Legal Advisor), Rtd Maj Geoffrey Mugweri (Treasurer) and Charles Kazooba (the Administrator).

The details of what was discussed during the last Thursday closed meeting at Mao’s new offices were revealed by Adupa during a Wednesday press conference his group held this morning at Mosa Courts in Kampala. He said that Mao assured them how the political transition many young people desire to see would soon be becoming reality. That the DP President assured them that seeing off Gen Museveni, the veteran leader from Rwakitura who has ruled for close to 40 years, is his key assignment as the new Minister for Justice and Constitutional Affairs.

Adupa told reporters at the Mosa Court media event that the Constitutional Review Commission will soon be unveiled and its membership will be largely dominated by young people drawn from all the diverse sections and interest groups of the country. That the CRC will take three years gathering views from individual Ugandans and organized groups.

That Mao also told them that, besides the CRC, he has also been mandated to set up the Truth & Reconciliation Commission which will be part of the national dialogue process he is here to spearhead in close consultation with the President and Cabinet. Mao also told his guests that the Amnesty Commission would soon be disbanded and replaced with something called the Transitional Justice Commission. That the CRC, just like the TRC, will be adequately resourced so that its members won’t have any excuses not doing a good job.


During the same meeting, the group members shared with Mao some of the amendments they want to see made on the Constitution. These include changing from Presidential to Parliamentary system, reinstating Presidential term limits, lengthening the term of government from 5 to 7 years, creation of an upper chamber of Parliament called the Senate and implementation of the regional tier system which was already enacted or legislated into the Constitution. GOOD LORD, WHY DO YOU LEAVE ME AT THE MERCY OF A HANDFUL OF UGANDANS IN BIG POSITIONS?

Lord, You saw me in my childhood as one who struggled and lived to the preaching that You are the Almighty God.

You took me through the challenges of school as a boy from a humble family.

Lord, I have faced a lot of injustice in life which included losing a job just in payment of the sins of my seniors when I was working in a bank.

Lord, in my trials and tribulations in 2010, through a vision, You showed me how I could market myself internationally and be able to get dollars to Uganda that were to be the basis of the re - birth in my life and positive contribution to humanity through bettering lives more so in Namutamba Parish.

Good Lord, some people with whom we are in Uganda who see themselves entitled and that they have a right to everything in Uganda decided to share the billions of shillings that were realized in my fundraising.

Good Lord, those people thought that they were very smart. Overtime, Lord, You enabled me add bits and pieces and I was able to conclude that the funds I raised in 2010 were shared under the guise of paying pensioners.

Lord, when things did not work out in 2010, I made a more serious attempt from October 2014 to fundraise. Lord, these people did not spare anything of their past game. Even in 2015, all the funds I raised, not a coin was declared to me!

Lord, in 2017 I tried to fundraise for my former Primary school. I was told that not a coin had ever been credited to that Account!

In 2020, I made another attempt to fundraise for : Community Educators - Uganda, I resigned with it after nothing was ever credited to the account!

In October 2021, I started fundraising for Namutamba Parish after we registered a Company Limited by Guarantee as a vehicle through which we were to do business. I did not circulate the Telephone number locally through whuch I was to get contacted, but sent it to prospect funders. But trust Ugandans, some people kept ringing that number which gave me a clue that they were connected to the racket through which my communication is interferred with and hence unable to realize the funding I sweat for.

But Lord, as You look on, for how long can I be at the mercy of some or a handful of Ugandans? How can I be frustrated for a period of 12 years during which I have made 5 fundraising (s) whose proceeds have gone to people who are highly placed and they see themselves entitled to all my efforts? In this type of situation, good Lord, why do You look on as I am abused and dehumanized by some people who see themselves at liberty to see me as a none entity. Lord, here You are not fair. I have faced this abuse for 12 years and it is ongoing. I think You have to see it end as long as You created us to live in harmony.

Lord, I pray that this work of the devil is changed so that I am able to enjoy my sweat.

I pray in Your name.
