JANUARY 23, 2023 WILL BE EXACTLY ONE PAINFUL YEAR SINCE PROF. MUTEBILE DIED AND I AM YET TO GET JUSTICE.

It is very important for Executives in Uganda and those who are part of management of various Government Offices in Uganda to conduct themselves in a professional way while in those offices, for time has inevitably got to come when they have to quit.

I am suffering today simply because while Prof. Emmanuel Tumisiime Mutebile was Governor of Bank of Uganda, he did not take measures to ensure justice on my part as regards the funds meant for my Credit in the then Cairo International Bank (2010) and Barclays Bank Uganda (2015). Though I communicated to him my matters in the two instances, he did not respond to me in writing or otherwise, instead other people shared money due to me!

There are two points to note here:

1. My funds were accessed fraudulently. There was no reason whatsoever why my Bankers decided to undertake transactions where I was beneficiary without my knowledge and ended up having other people beneficiary;

2. Even if the Governor was under any pressure, he would have rather resigned than let such transactions go on in banks under his control.

It is hard to imagine what I am going through today, when I made efforts to get dollars to impoverished Uganda, and instead of thanking me and possibly learning from me, other parties instead benefited from my sweat and all my efforts wasted and today I am like a failure in life!

It is worse when I am not aware of any Government department working to see that I get justice though I have ventured to make appeals to all I could including Cabinet.

Below are some of the communications I made to the Late Governor to which he responded to none until God decided to terminate him.

The 2016 Presidential Elections are about 12 months from the date of this communication. I happen to be one of the Prospect Presidential Candidates for the race. However, you are aware that running for the Presidency is no joking matter. It requires billions. I have come up with a budget for my campaign marketing strategy of Ushs 60 bn as a candidate for a Government of National Unity. To raise the required funds, I have sent out an appeal to the people of Uganda and the international community. Many people out there are sympathetic to the situation Ugandans are going through, and these can readily support a candidate with a proposal to turn around the country for the better.

You are aware of the billions of shillings President Museveni invests in his campaigns, for example, the T-shirts and posters come up to astronomical amounts in shillings. Please, give me the opportunity to receive this money if it is sent, because there is a possibility that it could be sent and diverted to other businesses without my knowledge. I am ready to discuss expenditure plans with the Bank to ensure that the funds are not put to areas that may endanger national security.

I am a representative of forces for peaceful change of leadership in Uganda which is now. I also believe that you would love to be in a peaceful country, and one of the ways you may call for instability is being selective by blocking funds to support a campaign like this while President Museveni has access to the National Treasury and is able to dictate.

I hope we shall have no problem with the Bank in case any friends extend a hand of help to this cause.

RE: RESOLVING THE ISSUE OF PROCEEDS TO MY FUNDRAISING FOR PRESIDENT OF UGANDA IN 2010 USING CAIRO INTERNATIONAL BANK AND IN 2015 WHERE BARCLAYS BANK NTINDA (ABSA) WAS ASSIGNED THE ROLE.

January 2021 marks 11 painful years of waiting to get the proceeds to my fundraising to stand for President of Uganda. I talked to Cairo Bank International Kampala staff in 2010. The intention was the re - activation of my then Dormant Account in the name: Ultra Simplex Enterprises - Account No. 000686. My wish was granted by the bank after I told them that I wanted to use it for fundraising purposes so that I would be able to stand for President of Uganda in 2011.

Having got my Appeal Blog ready and running on Internet, what remained was sending out hundreds of emails that I randomly got either from books or after searching the Internet.

All I needed was a simple message requesting for financial support to be able to stand for President of Uganda in 2011, and part of the content of the message included Current Account No. 000686 in the name: Ultra Simplex Enterprises as well as Cairo International Bank’s Swift code. I also added the Blog address whose content was meant to induce potential donors to fund my cause.

I was not only surprised, but shocked when I checked on Sentongo Ishaq A who was Asst. Manager Operations in Cairo International Bank a number of times regarding credits to my account. His response in all cases was: ‘No funds had been received to the credit of my account’.

As time was running out to the Collection of Nomination papers from Uganda’s Electoral Commission by those who wanted to stand for President, I decided to write to you the CEO of Bank of Uganda and a number of senior staff at Bank of Uganda and also copied the letter to the Electoral Commission. I expressed my concern that I was not getting a positive response from Cairo Bank and it had rang a bell in my mind that something was wrong. I expected Bank of Uganda to help in rectifying the anomaly and timely. A copy of the email letter dated 29th September 2010 is attached (Attachment No. 1) as proof.

The letter in part says: “Up to now, I am one of those who wish to stand as independent candidates for President of Uganda. I cannot proceed to collect Nomination Papers if I have no funding, which funding I have endeavored to campaign for widely, unfortunately, the contact email I circulated: williamkituuka@hotmail.com has for some time not been accessible to me for reasons which I am not aware of! Prof, I listed your email first and others followed. I expect that you got the email the communication. I know it is the norm to address such letters to the CEO, but the system is at liberty to have the communication sent to the appropriate or concerned authority for action. I have endeavored to have this letter hand delivered and addressed directly to you for your attention so that appropriate action is taken.

Having failed to access the funds I received where Cairo International Bank (now Cairo Bank Uganda) was the collecting Bank, I was not able to proceed with the Nomination process. Attachment No. 2 was my appeal and plan for launching my Presidential bid. What I decided to do may be termed ‘A tactical withdrawal’. I knew that with time there was the possibility of knowing the exact truth because, sincerely, there was no way the type of appeal which I made and sent out worldwide could fail to realize even US$1,000. As far as am concerned, telling me that I had not raised money was a miscalculation on the part of those who defrauded me.

I knew that my approach to fundraising for such a position was not common in Uganda, but would definitely payoff. I think the various parties in the fraud on seeing funds come in to my credit were tempted to use their positions to deny me access. They thought that they were smart, but time has proved them wrong.

After sometime, I learnt that there had been a ‘Pension Scam’ in Cairo International Bank. I waited to get to know where the funds were from. It was clear to me that part of the loot was supposed to be proceeds to my fundraising, but I waited to learn from the court proceedings. The extract from the court judgment regarding the Pension Scam refers (Attachment No. 3). I wish to quote: “In his judgment Justice Lawrence Gidudu noted that the money was fraudulently paid to former employees of the defunct East African Community Board. He also said that the sh88.2b was siphoned through a syndicate which was initiated at the ministry of public service, modified at the ministry of finance, perfected at the Bank of Uganda and executed by Cairo Bank”.

With time, it is clear that the ‘Pension Scam’ was a scheme where some Bank of Uganda staff were involved. This according to me goes to explain the reason why I did not get any response from Bank of Uganda given my email of 29th September 2010. The plans were in high gear to deny me the funds.

Prof. Mutebile, I happen to have been a Commercial Banker for some years. What surprised me is that the ‘Pension Scam’ when unearthed left Cairo Bank International intact. As Supervisors of Commercial Banks it was so bad to leave ‘soiled beans’ to spoil the banking industry. There were no punitive measures to Cairo Bank that became public knowledge, it was business as usual! It was reported that Cairo Bank charged each of the fraudulent accounts’ beneficiaries shs 150,000! Each account was allowed one withdraw and it would be closed, and the names of beneficiaries (those whose photos appeared on the Account Forms) were not corresponding to the names of the beneficiaries in whose names the accounts were opened! And, that a Till was reserved for the purpose of with Rehma as Cashier! There is no way Cairo International Bank would have remained in business in Uganda given such a scandal. Its license was not withdrawn simply because some Bank of Uganda staff were party to the deal.

Prof, I continued having ambitions of getting big money to Uganda. So, in 2014 on my Birthday in October, I decided to try a second chance at fundraising to stand for President of Uganda in 2016. This time, I did more serious work. I put up two Blogs. The challenge was getting a credible bank which would not do what Cairo Bank International did to me in 2010. I decided to approach Barclays Bank Ntinda Branch. The Manager accepted to open for me an account in the name: Kiwanuka Kituuka - Account No. 6004631844. This time, I included the details of the Bank Account in my Appeal for support that featured in my Blog on the Internet. I thought it very important to inform Bank of Uganda of my intentions and that I had a target of shs 60bn budget to raise to be able to effectively stand for President of Uganda in 2016. The email letter to the Governor Bank of Uganda is attached. Attachment No. 4 refers. The email letter is dated 11th January 2015. Even this time round, Bank of Uganda did not endeavor to reply!

I imagine, another scheme was hatched to deny me access to funds raised possibly with cooperation by some staff in Bank of Uganda.

Prof Sir, these matters CANNOT be left hanging. The truth needs to be established. The truth is: I raised funds to my Appeals for support and some Bank of Uganda staff with cooperation of some other people denied me access to the proceeds to my appeal unlawfully.

In the normal course of the Banker / Customer relationship, if there are any issues concerning such fundraising, they are brought direct to the attention of the owner of the account and a way forward is amicably got to. This was never done in the case of my fundraising; hence the motive was simply to defraud me having made sure that I had lost touch with the funders given the collapse of my email communication. My appeals are very clear and they still run on the Internet. I know that Government taxes such donations or can even decide to deny one access to some funding if there are questions either given the source or other reason. This never happened in my case because those behind the scheme thought that I am ignorant.

What happened involving Cairo International Bank which has changed name to Cairo Bank Uganda as well as in Barclays Bank currently called ABSA Uganda are outright fraudulent undertakings which Bank of Uganda has to sort to make good of my rights as a Ugandan who did not break any law in making an appeal for financial support.

Prof, this time round I expect maximum cooperation to have these issues amicably sorted. It does not help Bank of Uganda to keep me in a ‘hide and seek game’, I am beyond that. These developments in the Banking industry are not working to the credit of Uganda Commercial banks nor Bank of Uganda. I seek justice.

There is a saying: “What goes around comes around”.

THE CHARGE AND ALLEGATION;

This case came four months after the collapse of the sh165b pension scam case. The case was dismissed for lack of prosecution evidence after it had stalled for one a half years without any witness being produced in court.

According to the charge sheet, the embezzlement, fraud, conspiracy, false accounting and diversion took place in two financial years, 2010/2011 and 2011/2012.

Briefly, the three accused were said to have masterminded a fraud scheme using an unapproved payment system, in which they created ghost pensioner accounts, and then purportedly paid billions of shillings into these accounts, which money was eventually withdrawn by people who were part of this scheme. According to the State, the accused budgeted for NSSF, an item the ministry does not budget for and when the money was remitted, they diverted it to an unknown third party.

In his judgment Justice Lawrence Gidudu noted that the money was fraudulently paid to former employees of the defunct East African Community board. He also said that the sh88.2b was siphoned through a syndicate which was initiated at the ministry of public service, modified at the ministry of finance, perfected at the Bank of Uganda and executed by Cairo Bank.

I REALLY WONDER, HAVING GOT BILLIONS OF EQUIVALENT IN SHILLINGS, IS THIS WHAT I AM SUPPOSED TO BE DOING?

The NRM/A went to Bush and fought for 5 years where thousands of innocent Ugandans ended up losing lives. They fought for among other things: “Good Governance”. The question is: Where is Good Governance when some people who are well connected are able to access communication meant for us and then take funds due to us.

To be able to raise funds from outside, I had to sit down, look for a strategy, I came up with blogs where I elaborated all my intentions. That is brain work. Some people because they are connected, saw this as free money to share and enjoy. Money meant for me has been stolen over a period of 13 years now. Not even a coin has been spared for me.

Today, with all the frustration and no visible assistance to have me recover what I raised, the hoe has become my friend at least to grow my own food. As I type, all my efforts to get money to benefit people in Uganda are a failure, not that I don’t raise the money, but people who are protected by the NRM Government have all along had the leeway to shamelessly enjoy what is due to me.

For me, raising billions from outside cannot get me into senseless struggles that can lead to loss of lives. You take someone’s money because you wrongly imagine that Kituuka can use the money to fight Government. Why make hopeless assumptions about people you do not know. I have been clear. I want to get Namutamba Parish to its 1970’s glory. Period.

Don’t come up with stories that don’t make sense about me to justify the stealing of money due to me.

What surprises me is that a person imagines that because he or she has political connections, he is free to loot what belongs to others. I am sorry for those with such believes. God guided me in my fundraising processes, and you come and just steal my money throwing me into the suffering I am encountering? I am sorry for such people because God HAS to retaliate on my behalf.

5. Namutamba Parish Local Economic Development Model.

DO YOU KNOW WHERE NAMUTAMBA PARISH WOULD BE NOW?

If only some people had not shared the monies I received in my fundraising appeals for President in 2010 and 2015, Namutamba Parish where I grew up would be a Centre of Excellence.

1. Namutamba Demonstration School would already be back to one of the leading schools in Uganda.

2. Namutamba would be popular for growing Organic food.

3. Namutamba would be getting local and foreign tourists in hundreds every week.

4. Namutamba cattle farmers would slowly be changing from having large herds to small zero grazing cattle with high returns.

5. Namutamba would be having tarmac roads linking many places.

6. Namutamba motorists would be having a reliable fuel station in the area.

7. Residents of Namutamba and its hinterland would no longer have to go to Mityana for their shopping, they would get 95% of their needs in Namutamba.

8. There would be extension agents virtually in all villages of Namutamba and organized marketing channels of the agricultural produce.

9. Namutamba Parish would boost of a Healthy Centre IV and expanding with services including: Ambulances; Surgery; Maternity; Eye-care; Dental and Primary Healthcare Services to mention some.

10. There would be at least one Demonstration Farm in each of the village of Namutamba Parish.

11. We would have a sports playground with prospects of being very competitive in Uganda.

12. We would try as much as possible to get people to work and change their wasted time in unproductive politics of parties to income generation.

13. We would by now be supporting Religious Organizations in their roles to promote morality which is the greatest problem of Uganda.

14. We would be sponsoring youth to train in vocational skills where such training is available and these would come back to Namutamba to boost the local economic development.

You cannot believe, this plan has not taken off. It is now 12 years simply because of the moral decay, impunity and love for free things by those who are connected.

Some of us have practical ideas and means to execute them, but we have people who think that they know a lot. Others use all sorts of unviable reasons to take what is due to the likes of myself.

We are poor because we have some people with primitive thinking. Those who undertake primitive accumulation of wealth.

If only God can intervene and I recover funds that were stolen by the so - called connected people, I can assure you, Namutamba Parish will turn into the Mecca of Uganda.

WHERE IS THE ORIGIN OF THE CHALLENGES I HAVE FACED SINCE 2010 WHEN SOME PEOPLE DECIDED TO SHARE THE PROCEEDS TO MY FUNDRAISING FOR PRESIDENT OF UGANDA?

When I was sent on an indefinite suspension from Nile Bank in May 1991, I found myself involved in sending letters to the editor for various newspapers. I became a freelance journalist of sorts. Those who read papers that time got to know me.

With time, I frequented my friend at Makerere University - the Late Ssalongo Paul Teefe. Teefe was like a brother to me. Given the interaction with him, I got in touch with a number of University staff then more so the non - teaching.

In 2001, the Private Sponsorship scheme was in business. I was able to get to appreciate the challenges the private students were going through. Together with some people outside Makerere University, we decided to form: Makerere University Private Students’ Parents’ Association (MUPRISPA). Someone who I don’t remember very well helped us to have it registered by the Registrar of Business names at the former Main Crane Bank Building near Janan Luwum Church House.

I cannot remember how I got in touch with the Private students. However, what I can remember is that before 2001, I had with students from the then Faculty of Commerce worked on a students publication. That time there was the current Kabaka’s media man who had good connections with companies in Kampala who helped in getting some adverts to back the publication.

My communications to the media houses and the University administration about the plight of private students at Makerere University was a common feature. It is then that I got good bashing from the then Vice Chancellor Prof. Ssebuwufu. I went to his office to see him about the challenges of the Private students. The treatment I got, I could say he was ruthless and shouted at me. But that did not stop my efforts.

I remember one time I had a CV and other documents with me. Some lady in Accounts at Makerere who had seen a number of my write ups wanted to see my qualifications. She was surprised that I had a B.A degree, yet she thought that I was a PhD person.

During that time, I did not only make communications in writing to the Ministry of Education, but also visited the Ambassador who was concerned with the students’ affairs.

Our communications went as far as making appeals to the President of Uganda to intervene in matters of Makerere University when tuition fees got increased. This we did a number of times.

I remember when I made the initiative to write a proposal to Government regarding a viable Education loan scheme and its sustainability. This I submitted to the Ministry of Education.

It is also true that at I used to copy my communication to a number of organizations in Uganda.

In 2005, given that Uganda Local Government Authority (ULGA) was among the recipients of my communication, invited me for training via radio twice a week at ULGA Office at National Insurance Building. That training went on up to 2007. I remember we used to attend video conferencing at Uganda Management Institute (UMA).

In 2005 is when I was requested by the Late Dr. George William Mayanja to help in the preparations for the Centenary of St. Mary’s College, Kisubi. I accepted and for a few weeks I did work that was meant to enrich the SMACK Website. The initial work was from Dr. Mbire’s office and afterwards I moved to St. Mary’s College, Kisubi. It was easier to access the information for the website and I would get in touch with Engineer Musisi whose company ended up making an interactive website.

When work on the website was completed towards the end of 2005, I realized there was a vacuum as regards the Centenary Magazine. I talked to Brother Bukenya who was the Head Teacher so that he allows me to do the roles of the Memorial Committee which was a Sub - Committee of the SMACK Centenary Steering Committee. My main challenge was to get information from former Headmaster’s of SMACK. I was ready to work on the Magazine up to the end with no Editorial Board. That time, I had slowly managed to get email contacts of SMACK OB groups and I would update them regularly.

I decided to use questionnaires to former Headmaster’s of SMACK: Brother Anthony Kyemwa RIP, Brother (Dr) Cosmas Kafeero RIP, Brother Joseph Tinkasimire, Brother Peter Kazekulya and J C Kiwanuka RIP a former Deputy Headmaster for a long time. I was able to get information from a number of other people including Basil Kiwanuka RIP a former OB of SMACK as well as teacher and Board Chairman. I also had opportunity for about to weeks when Brother Kyemwa personally called on me at the HSC Reading Block and made a number of explanations regarding the evolution of SMACK.

Of course my work was enriched by existing literature some from the Memorial Library including past Eagle Magazine publications where students wrote about developments with time at the school.

I also got clearance to Lubaga Archives where I was able to learn about a Statue that was donated to the school which it was at Lubaga in 1907 and by then it was in the sitting room of the Parish Priest. I also got information about the evolution of the Old Boys Association and how the land where the SMACK Club House at Lubaga was acquired and the eventual building of that house. It is from the records in the Archives at Lubaga among the Minutes of the Old Boys Association that I learnt that the Old Boys of SMACK were the proprietors of Kabojja Junior School. The innovation was a result of the White Sister’s at Kisubi phasing out St. John’s Junior School where Hon Paul Kawanga Ssemogerere went for his early primary education. I also got some little literature from Makerere University Main Library and J B Walusimbi Senior a former Permanent Secretary and OB of St. Mary’s College, Kisubi. My word did not stop at being Editor of the Magazine but I also solicited some adverts that were put there.

The big turn up of the Old Boys has much to do with my communication and updating them of developments to the Centenary Celebrations.

After the Centenary celebrations in 2006, I continued communicating to Old Boys and publishing other literatures to do with the school as shown below. In all, they are ten publications.

So, in 2010 when I showed interest in contesting the Presidency, some people knew my potential and mobilizing abilities. We had in place Ugandans at Heart. I sent my appeal for support through this channel. I also communicated to those offices in Uganda where I had been communicating developments about Private Students at Makerere University and other issues of National importance. Then to those, I added the international community who I reached through email communication.

When I think about that journey from 2001, I am not surprised that those who knew my potential decided to kill it by denying me access to funds I raised. Instead they shared the money through a scandal of an international magnitude. This is one of the biggest scandals since Uganda got independent. I don’t blame some people who think that my fundraising is all fiction. Just trust my word, I have the potential.

IT WILL SOON BE A YEAR SINCE PROF. EMMANUEL TUMISIIME MUTEBILE DIED AND I AM YET TO GET PROCEEDS TO MY FUNDRAISING (S).

“IT IS WELL WITH MY SOUL”

The main thrust of what I am communicating is that despite the circumstances I find myself in (where some people decided to steal the proceeds to my fundraising twice for President of Uganda, and other resources I have raised since hence leading to my failure to enjoy a decent life, meet my obligations and more so, having been disabled to help Namutamba Parish Community and ending up living like a pauper), the truths about Christ and his mission in this sinful world uphold me.

I thank God for He has given me a lease for this long 12 years now, surrounded by my enemies who decided to steal what is due to me by virtue of their influence, connections, and the feeling of entitlement in the current political dispensation.

He may decide that I cease to be, and that will be His wish. Unfortunately, I will go leaving incomplete business. For 12 years now, I have longed to have what I rightfully fundraised, but my appeals have not received positive response. That means, the plans I have for Namutamba Parish, though I raised the money are yet to be fulfilled because money the driver to see my dreams into reality was stolen by the powerful in Uganda.

I have tried my level best. I have appealed to the highest office in the land. I don’t know whether a miracle can happen. I have nothing to do. That is how far political power can take people. I am sorry to the Namutamba Parish Community in that I think I have done my level best. I had the plan in my head to see the area get started on the road to sustainable economic development. I realized my dream of raising the funds to get my plans implemented, but the powerful in Uganda decided otherwise - and my money was shared!

I did my part. What remains, I only entrust to God. Whether He decides that I depart this world anytime now, I will definitely go, but I believe my wishes are known in case I cease to be. That is how frustrating life can be in our type of political set up.

WHY DO YOU MAKE LIFE IMPOSSIBLE FOR US FOR MATERIAL THINGS YOU ARE GOING TO LEAVE BEHIND?

Late Hon. Paul Kawanga Ssemogerere

Before Uganda celebrated the 50th Independence Anniversary on October 9, 2012 I had sent a questionnaire to Hon. Ssemogerere which he responded to after taking time to find appropriate answers.

When I called on the Late Hon. Paul Kawanga Ssemogerere for strategies to leave Uganda.

On January 18, 2013, I wrote to America Immigration Services wishing to be helped as an asylum seeker. I had got a lot of frustration in Uganda by fellow Ugandans who up to now have made me fail to have any of my projects off ground. I got a response to my letter in form of an email dated April 2013 attached.

Towards Easter of 2013 (March 31, 2013), I got a shock of my life when I found that I could not access my Email: goodgovernancepractice@gmail.com

This is one posts that ceased to exist when my email was no longer accessible to me.

This was not the first Email to cease to exist. There was: williamkituuka@hotmail.com which I had used to fundraise in 2010 where I was defrauded of billions equivalent in Uganda shillings through what came to be baptised as the Cairo Bank Pension Scam.

I had posted on that blog for more than 1 year. I could not believe that I had lost all that I had put there.

After the Easter of 2013, I rang the Late Hon. Paul Ssemogerere as I needed his guidance on how I could leave Uganda which had become hell for me.

Hon. Ssemogerere fixed a day and time when I was to meet him at home. I opened up to him what I was going through and armed with a letter from US, I looked to his advice since I needed sponsorship to go to US and accommodation.

Ssemogerere had an invitation for a Conference which he gave me in a photo copy and a number of other options.

I made attempts to reach out for sponsorship and my efforts were a failure. Up to the time of writing this, I have remained a frustrated person in my own country where I am defrauded by people who are connected and they believe they are entitled and above prosecution.

2023 is the 13th year since I was first defrauded through Cairo International Bank, and most recently late 2021 when I made efforts to raise funds to help development efforts in Namutamba Parish.

I still have hope that the Almighty God will touch the hearts of people who have now frustrated me for 13 years, just to benefit from my potential in mobilization of funds, for they should know, whether they take all billions from me, one day God will terminate them and they will go with nothing.

I thank God that I am still alive and sound.

COULD THE GOVERNMENT OF UGANDA BE PERSECUTING ME FOR MY ABILITY TO RAISE FUNDS FROM OUTSIDE UGANDA?

As things stand where I am unable to access a coin of the various fundraising I have made since 2010, I get to believe that the Government of Uganda is deliberately punishing me given my abilities to raise scarce resources!

If that is so, it is unfortunate. Surely, someone within the Government should be capable of advising the powers that be that they need to do JUSTICE to me.

I surely do not understand what is happening. Did NRM/A capture power to do the type of injustice I am going through?

Let me quote the Scriptures:

Isaiah 54:17, "No weapon that is formed against thee shall prosper; and every tongue that shall rise against thee in judgment thou shalt condemn. This is the heritage of the servants of the Lord, and their righteousness is of me, saith the Lord.”
