While bidding farewell to his murdered brother, Hon. Capt. Mike Mukula proposed that the disbanded Wembley should be given a new lease of life.
We are sympathetic with the way George Ekochu’s life was ended by the hitmen. And, indeed our condolenses to the family for the loss.
It is in most cases wrong to come up with proposals of the nature Mukula made when under grief. The truth is, much as Mukula and some people were satisfied with the roles played by Wembley, a number of people are also convinced that some of the operators in Wembley were not clean at all as is shown in the article below whose content is attributed to Tamale Mirundi. Secondly, we the people need at all the time to ensure our safety for there can never be enough security personnel to ensure such. It is also true that some of these criminal acts are undertaken when the person attacked is an easier or soft target but when the pain is meant to be afflicted to another person who may be a difficult target.
It is therefore better to wait until someone has overcome grief to be able to contribute to solutions given the insecurity. We are aware that majority in the security organs are not well paid. Such people may not be expected to perform excellently. Many are aware of the experience with security personnel during COVID lockdown.

President Museveni’s adviser on media Joseph Tamale Mirundi has warned former Operation Wembley Commander Maj. Gen. Elly Kayanja that he will soon find himself in court facing charges related to extrajudicial killings.
Appearing on Pearl FM radio, Mirundi revealed that Kayanja is a potential suspect in the extrajudicial killings carried out under his watch during his fight against armed robbers and other criminals in the early 2000s.
The Kalagala born disclosed that when wembley was established, he tried to advise Kayanja not to allow his men to kill innocent Ugandans but he turned a deaf ear thinking that he was against him.
“What I can assure you is that Kayanja is not safe, he killed a number of people who he suspected were criminals and up to now he has never accounted for those deaths. Time will come when a relative of one of the people who was killed by wembley operatives will petition court and Kayanja will be answerable,” Mirundi revealed.
He said that wembley was established without any legal instrument from parliament giving powers to Kayanja and regulating him on the way he was supposed to handle the operations.
Mirundi noted that without a legal instrument, whatever was done by Kayanja was illegal and very soon he will be answerable.
He explained that because Kayanja was naïve, he failed to even listen to Lt. General Henry Tumukunde who advised him to implement the directive legally.
Mirundi disclose that when Kayanja was assigned to command operation wembley, he ran to Tumukunde who was by then the director of Internal Security Organization (ISO) to get him some guns for his men.
He said that Tumukunde told Kayanja that he cannot give him guns allocated to ISO, he advised him to go back to the appointing authority and ask him for guns.
Mirundi said that Tumukunde being a trained lawyer, he feared that time will come when Kayanja will be paraded in the dock on the charges of extrajudicial killings and his name will be dragged in the mud using the guns as an excuse.
Mirundi praised Tumukunde for being a clever and intelligent man when dealing with security and political matters.
He gave an example that recently when Tumukunde learnt that Museveni was planning to arrest him, he declared his attentions to stand for presidency.
He explained that Tumukunde knew that if Museveni went ahead and arrested him, the public will view it as political witch hunt and Tumukunde will score in the process.
He predicted that apart from National Unity Party (NUP) candidate Robert Kyagulanyi, Tumukunde is the other candidate who will give Museveni a run for his money in the coming general elections.
