A QUESTION TO THOSE IN UGANDA CABINET: ASSUMING YOU WERE IN PRIMARY OR SECONDARY SCHOOL TODAY, HOW COMFORTABLE WOULD YOU BE STUDYING ON AN EMPTY STOMACH FROM 8.00AM TO 4.00PM?

Cabinet is making schools a scapegoat for its policy failures.

Those of us who have qualifications worth talking about have in most cases been able mainly because of a favorable learning environment during our school times.

I remember when in P1, at Namutamba Demonstration School we had books supplied by the school which had photos and everything printed and we would do exercises depending on instructions as given. Learning was enjoyable. We had books, pencils and textbooks all supplied by the Government of Uganda.

We could have porridge with milk, lunch worth calling lunch at affordable school fees together with the school uniform.

If a member of cabinet realistically knows that he or she needs breakfast and some lunch, why not come up with feasible methods of getting these availed to schools?

Uganda has a lot of land that can be put to productive use. Some people have Square miles of land that are nearly redundant.

What makes me cry is the NRMs pride in leadership for many years as our young population gets illiterate at this time in the 21st Century. Many parents hide children who are not going to school and you wonder how a serious Government can fail on availing near to free education.

Many Ugandans are poor simply because many policy makers are interested in seeing NRM in power as long as Jesus is not yet back. This is extremely sad.

It is true, during NRMs time, there has been a population explosion. However, the population can be fed because we have plenty of land that is not used properly. The people with land have not been helped to have modern approach to Agricultural production. By this time, Uganda would have a number of Agricultural officers / Extension officers and social workers on ground well facilitated to help reach the people and have them improve their agricultural productivity.

The NRM Government has mastered the art of wasting the available resources in programs to entrench it in office. These among others include the Resident District Commissioners (RDCs). These in many instances have proved a source of conflict where they are. It is not clear why Government cannot induct into the Chairmen / Women of the Districts what is expected of them as regards security and then phase out the RDCs and RCCs.

The NRM has a huge non productive parliament. Given Uganda’s financial stand and indebtedness, a Parliament out of population representation with 150 members can suffice.

We has a useless army of Presidential advisers who should be earning from the assets made during active service. These are enjoying free money for no work and waiting for God to call them as they exploit the taxpayers.

The areas of wastage of resources if seriously addressed by the NRM Government, there is no way a serious cabinet Minister can keep talking about children carrying food from home. What hygiene standards are we talking about here? How many parents have the capacity to pack food for the children? How many schools have an environment where children food can be stored safely and it is eaten. What can be the long time effect on children’s health when they eat cold food which many times may be contaminated and gone bad.

Let the NRM Government get to know that it is solely responsible for the poverty many Ugandans are enjoying. What is really sad is: Those of us who have the potential to raise funds that can enhance development of the people simply get the funds we raise stolen.

It is not too late for Government to address areas of resources wastage and get the money put into areas that can help improve the welfare of the learners, the parents and eventually have Uganda’s education indicators worth given that the country has manpower thst can turn around the current state of affairs which incidently are unfortunate.
