RE: BANK OF
UGANDA’S FAILURE IN THE ETHICAL EXECUTION OF ITS ROLES.
I wish to put to
your attention the disservice by Bank of Uganda to me given its role among
others: The Supervision of Commercial Banks.
On two occasions, I
showed interest to stand for President of Uganda: 2011 and 2016. As an organized person, I on
the two occasions put up Blogs and used email communication to reach various
contacts. My approach may not have been common, but it was a serious one in
fundraising which should be emulated by an impoverished country like Uganda.

To my surprise,
after the contact person in Cairo Bank told me lies that they had not received
any funds on my behalf, my communication to Bank of Uganda did not get any
response (the communication is shown below). It is common knowledge that Bank
of Uganda takes the cream from Uganda’s Universities; unfortunately, I have in
most instances not got any responses to my communication to the Bank. This
communication has two attachments that were important, unfortunately, none of
them ever got a response from Bank of Uganda. In other instances, my other communications
more so in 2015 just bounced back to me though I did not get the Bank email
wrong.
I have been able to
reach the hearts of people who did not know me and I equally did not know them,
but because they saw sense in my appeal for fundraising, they were able to
support me. Though my fundraising in 2010 was a success, Cairo Bank informed me
that they did not raise funds on my behalf. It is at this time that I question
the role of the Commercial Banks’ Supervision Bank of Uganda undertakes. I
later got to know that funds I raised were part of the Pension Scam. How come
that instead of playing a supervisory role, Bank of Uganda becomes a player in
the wrong to deny me the funds I raised?
As the Supervisors
of Commercial Banks, you ought to understand very well the customer – banker
relationship. If there are any issues to do with my account, that should be
brought to my attention first. If it is resolved that some funds I raised were
from a source that is a threat to national security, then it becomes clear that
I forfeit such. However, I believe the Bank is now in a fix. It is alleged that
some Bank of Uganda staff facilitated the Pension Scam. How can the Bank remain
objective in such a case?
I think Bank of
Uganda needs to put its house in order. Maybe those who initiated the Pension
Scam did not know the type of person I am. I practiced as a Commercial Banker
in my earlier career life, and that is why I wish to see these matters to
logical conclusion.
Having had a bad
experience with Cairo Bank, I tried a second time with Barclays Bank. This
time, I had all my information on my Blog. As Executive Director Supervision,
it is incumbent upon you to safeguard the customers of commercial banks. It is
most probable that some people in Uganda Communication Commission (UCC) have away
they intercept our email communication, and are able to divert and eventually
other people benefit from the fundraising. I complained to Barclays Bank from
2015 that there was a problem regarding my fundraising, but they seemed to take
it easy. Not long ago, they received my complaint most probably from Bank of
Uganda, and they have sent the messages below:

Sir, this is a matter of 2015, and this is the communication I am getting. When
will investigations get to a conclusion?
I think as
Commercial Bank Supervisors, you should do a noble job. Get clean in
transacting business. If a Customer has a complaint of the nature, why doesn’t
Bank of Uganda take on the role of Auditing the respective Bank? I am telling
you, there seems to be a lot of dirt in transactions involving the Swift codes.
The Bank customers should know how to be helped instead of being bounced.
If Bank of Uganda
has external interference which is political in nature, that does not make
transactions where customer funds are stolen legitimate. Bring these challenges
to the respective organs of the Government and they are solved. I do not see
why some commercial banks are involved in shoddy deals under your supervision.
I wish to inform
you that given the situation where some people have benefitted from the funds I
raised, and Bank of Uganda does not seem to come up with an appropriate timely
solution, my life is in danger. The beneficiaries to the funds I raised are at
large, these know me, and can target my life any time. I think Bank of Uganda
will take the blame if my life gets in danger or terminated for that matter.
I think let Bank of
Uganda do its operations in the proper way. First, ensure that communications
made to the Bank are responded to. Given the 1st Class Degree
holders admitted to the institution, these should be capable of handling
matters as raised. It is difficult time I go through having to communicate and
nobody seems to have my time to directly respond to me, yet I raised money
which has benefitted some people and possibly Government.
In summary, I
appeal to you to make clear the way forward regarding the fundraising I made in
2011 where some of the funds I raised are part of the Pension Scam. I should
sincerely benefit from these funds. I cannot have helped the country to get so
much money, and be left to live the life I go through. And, given that these
matters are 10 and 5 years old respectively, can the Bank endeavor to see that
a logical conclusion is got?
I hope I will get
appropriate action from you.
THE
TWO ACCOUNTS IN QUESTION:
THE
ACCOUNT: ULTRA SIMPLEX ENTERPRISES – 000686
I
happened to open an Account with Cairo International Bank when the Bank was on
Sure House Building in Kampala. The Account: ULTRA SIMPLEX ENTERPRISES – 000686 was to help me among other
things have where to deposit cheques from those who advertised with my Career Tips Magazine. With time,
business became difficult and the Account became dormant.
In 2010, I got an
idea to contest for President of Uganda. I worked on a Blog which currently
runs as: IDEAS WILLIAM KITUUKA KIWANUKA
HAD FOR THE PRESIDENCY PRIOR TO 2011 GENERAL ELECTIONS (If you search on
Google, you see the content). This article when accessed on the Internet gives
the content of my appeal for President of Uganda for 2011. I had a challenge of
a bank account to use to collect the proceeds of my fundraising. I decided to
go to Cairo International Bank which had re – located to where Greenland Bank
used to be on Greenland Bank Building – Kampala road. I
was referred to the Manager on 1st Floor who was in charge of
Dormant Accounts among other duties. I told him that I wanted to have my
account re – instated so that I use it to collect proceeds of my fundraising.
He agreed. I was then able to send out appeal emails worldwide with the web address
of my Blog included. I got the skill to send out Email appeals from Regional Partnership for Resource Development
(REPARED) whose contacts are: John
Chikati, IFDM Gardens, Ngong Road, Nairobi, P.O. Box 5027-00506, +254 387 28 23.
These
people used to send to me literature to do with fundraising when I was
Chairman: Makerere University Private
Students’ Parents’ Association (MUPRISPA) from 2001 onwards given that they
believed we could use the skills to fundraise for Privately Sponsored Students
at the University.
I was however surprised when I checked at Cairo International
Bank and the contact person Ssentongo
Ishaq. A the Assistant Manager Operations kept telling me that they had not
received funds to the credit of my account. As the Nomination date for
Presidential Candidates got nearer, I wrote to the Governor Bank of Uganda
about my problem and copied the letter to the Chairperson Electoral Commission
(Letter attached).
I finally resigned with Cairo International Bank
after I was told that the bank had not received any funds to the credit of my
account. After sometime, when I checked at Cairo Bank, ULTRA SIMPLEX
ENTERPRISES ACCOUNT - 000686 had been closed!
The
Pension Scam in Cairo International Bank
When I was in a position of disbelief, I learnt
that some ghost pensioners had shared money in Cairo Bank. I took a lot of
interest in the matter. I was later to learn that staff in the Ministry of
Public Service had been involved in the scam. I also learnt that a Till was allocated to
those who called to the bank to collect the loot. I also learnt that shs
150,000 was got by the bank from each of the beneficiary accounts to the fraud,
and that there was only one transaction and the account would be closed!
Ever since, I have come to believe beyond
reasonable doubt that the funds involved in the pension scam were actually proceeds
to my fundraising which had been a success, but that I was denied access to the
money I raised.

Ten years down
the road, my patience has died out.
After
realizing that 9 years had passed and I was not getting justice, I decided to
write to Mr. Asubo Sydney, the CEO Financial Intelligence Authority (FIA) – the
letter is dated December 17, 2019. Asubo
was attached to the Inspector General of Government (IGG) office by the time of
the fraud – (he was the Director Legal Affairs at the Inspectorate of
Government) and now he is the FIA CEO. Unfortunately, up to the time of my
writing to you, Mr. Asubo has never made any effort to write back to me over
the subject. When I realized that Asubo had not responded, on March 9, 2020 I
decided to hand deliver my complaint to the Auditor General’s Office given that
they had made some report about the same fraud in Cairo International Bank. I
have however never got a response from his office.
Decision to
involve Bank of Uganda
I
decided to send my complaints to Bank of Uganda. Cairo Bank got my complaint
from Bank of Uganda. I got a call from the Cairo Bank on 24th August
2020 – actually via Tel. +256782196936 registered in the name: Angelina Nyakake.
It was acknowledgment that they had got my complaint. I responded to Bank of
Uganda that the way to sort my matter with Cairo Bank was to have an audit of
the transactions to account 000686 –
Ultra Simplex Enterprises. This letter I copied to Cairo International Bank.
Unfortunately, Cairo Bank has since not updated me of the developments.

KITUUKA IN BARCLAYS BANK.
In 2015/ 2016 I
used the then Barclays Bank and now ABSA UG to fundraise for President of
Uganda. My second attempt at fundraising followed my failure to get correct
information from Cairo International Bank regarding proceeds to my fundraising
in 2010. I had all the hope in Barclays Bank for I believed it was
professionally managed.
In 2014, on my Birthday - 12th October, I decided to
make a second attempt at fundraising to contest for the Presidency of Uganda.
This time I made more serious work using my Blogs as reflected by the two web
addresses below. Given my bad experience with Cairo Bank, I decided to try my
luck using Barclays Bank Ltd. I
opened CURRENT ACCOUNT 6004631844 IN THE NAME: KIWANUKA
KITUUKA. Unfortunately; my
toil was to waste as no coin has ever been declared to me.

I think there is
something not right which needs urgent address. When we make fundraising using
the Internet resources, we are at the mercy of our bankers. In my case, it is
clear that all my communication has been interfered with. It is not clear
whether those in the racket involve the staff of Uganda Communications
Commission (UCC). In such a case, we would remain to rely on the bank to tell
us the truth.
In the case of
Barclays Bank, I believe I raised money, but I am failing to get justice. I do
not know how an audit of funds to Uganda where SWIFT CODES are involved can be
done.

proceed to collect Nomination Papers if I have no funding, which funding I have
endeavoured to campaign for widely. Unfortunately, the contact email I
circulated: williamkituuka@hotmail.com has for
some time now mot been accessible to me for reasons which I am not aware
of! That means I cannot have information via that email address.
Time has run out as my last hope to be able to collect Nomination Papers is
Friday, October 1st, 2010.
The purpose of this communication therefore is to
kindly request the Bank in case there is any funding in my favour to avail

OPEN LETTER REGARDING FUNDRAISING OF SHS 60BN FOR MY PRESIDENTIAL
CAMPAIGN
The
2016 Presidential Elections are about 12 months from the date of this
communication. I happen to be one of the Prospect Presidential
Candidates for the race. However, you are aware that running for the
Presidency is no joking matter. It requires billions. I have come
up with a budget for my campaign marketing strategy of Ushs 60 bn as a
candidate for a Government of National Unity. To raise the required
funds, I have sent out an appeal to the people of Uganda and the
international community. Many people out there are sympathetic to the
situation Ugandans are going through, and these can readily support a candidate
with a proposal to turn around the country for the better.
You are
aware of the billions of shillings President Museveni invests in his campaigns,
for example, the T-shirts and posters come up to astronomical amounts in
shillings. Please, give me the opportunity to receive this money if it is
sent, because there is a possibility that it could be sent and diverted to
other businesses without my knowledge. I am ready to discuss expenditure
plans with the Bank to ensure that the funds are not put to areas
that may endanger national security.
I am a
representative of forces for peaceful change of leadership
in Uganda which is now. I also believe that you would love to
be in a peaceful country, and one of the ways you may call for instability is
being selective by blocking funds to support a campaign like this while
President Museveni has access to the National Treasury and is able to dictate.
I hope
we shall have no problem with the Bank in case any friends extend a
hand of help to this cause.
