WHY DO WE ABET CORRUPTION?

I have been told about a guy who wanted an express passport from the Ministry of Internal affairs.  He paid the shs 300,000 but went ahead and paid a bribe of shs 70,000!

I fail to understand what is wrong with some Ugandans.  You paid for an express passport whose production time is clearly stipulated.  If the passport is not ready in the expected time-frame, the logical thing is to go to whoever is concerned and demand for the document.

It is sad that people keep on abetting corruption in Uganda
