IT IS FINALLY PROVED BEYOND REASONABLE DOUBT THAT UGANDA’S ELECTORAL COMMISSION IS NOT INDEPENDENT.

Some of the rules or orders if not instructions the Electoral Commission is putting in place, a part from having the campaigns done in the market are better termed silly.
You cannot tell a Presidential candidate not to visit a health facility or to briefly talk to a Church congregation he has attended if he is given opportunity.  Yet, they have no control over candidate Museveni who is reported to have traversed Balokole Prayer places on the eve of 1st January 2016.

On visiting such facilities (indeed not campaigning from there), a Presidential candidate is then enabled to make the right judgment in the game where he is not a spectator but a valid player with potential of being elected next President.
