IT IS A RISK NOT TO PAY CANDIDATE REPRESENTATIVES AT POLLING STATIONS.

Before the 2011 Presidential Elections someone told me that the weakness of the opposition is to deploy people as representatives at Polling Stations who they are unable to pay.  if the opponent induces them with say shs 100,000, they are bound to work as he wishes.
