CIVIL SERVANTS WITH GOVERNMENT CYCLES CAN SURVIVE

Out there, when you see how civil servants use Government motor cycles for own business, you really pity the tax payer.  In one place, one guy ferries elephant grass every day.  This means that, the bike that would be used to reach service areas is instead used by the one assigned to do his business.  It is probable that when such a bike breaks down, Government meets the repair costs.  In case Government money is not readily available, the user can get from his pocket as he uses it for personal gain.  This leads to poor service delivery to the people who would otherwise be beneficiary.
