Poor funding of Agriculture for 3 decades is greatly responsible for the persistent poverty of Ugandans.
One great reason why Museveni needed to leave State House in 2016 is
the persistent poverty majority of the people of Uganda are found in
which is greatly blamed on I'll advised policies by his tenure in State
House which is over 3 decades.
I cannot believe that a country
with economists could have 1.24% of the shs 26.3 trillion budget as the
allocation to Agriculture which supports over 80% of the population.
There is no way the country can overcome poverty when the poverty
inflicted sector does not get Government support. Agriculture should
have got at least 10% in the 2016/2017 budget.
Priorities in Agriculture for funding include:
1. The extension staff. People need professional officers to advise them. These should have transport facilitation among other things;
2. People do not have planting materials. There is need to help in acquisition of these such that farmers pay back at harvest time;
3. Marketing infrastructure needs to be funded, this includes re - instating the Coffee marketing structures that can check quality prior to exporting;
4. There is need to inject capital in the agro - processing. Here Government has the resources which no local private player may have;
5. The storage infrastructure for the produce by the farmers needs to be catered for;
6. Establishment of funding infrastructure more so re - instating an Agricultural Cooperative bank as well as revitalizing the cooperative societies countrywide;
7. A boost to research to handle resistance to pests / diseases to mention a few.
