SUBJECT: THE SPEAKER OF UGANDA PARLIAMENT IS BEING PETITIONED OVER INTERFERENCE AND OR BLOCKING OF COMMUNICATION

This is to put to your attention the ‘innovations’ in communication in Uganda which I have personal experience and a victim of.  They among others are:

1)   The blocking of the saving function on the sim cards which makes it impossible for the owner of a sim card to save names and other detail of people he would wish to communicate to;

2)   Quick and fast consumption of Airtime as a means to make it impossible for one being blocked to enjoy the telephone facility;

3)   Making it impossible to use external modem for Internet access, hence one is disabled in enjoying the modem facility as the line is blocked for the function;

4)   Blocking Email communication and or unnecessarily interfering or deleting one’s email content or distorting or deleting attachments;

5)   Deleting email addresses and or complete blogs - My experience:
During the gone Easter period, my email: goodgovernancepractice@gmail.com was deleted and my two blogs; that is:

6)   Liberty of some people within the communication system to originate calls/sms as if they were originated by one of the recipients known contacts;

7)   Blocking sms communication, where the right beneficiary ends up not getting the communication and yet the sender is made to believe that the communication was received.

Hon. Speaker, in case you are not aware that your Government has institutions involved in such acts, I wish to inform you that they are; and it is incumbent upon your institution to do something if the NRM Government is to remain credible at all.
